RESOLUTION NO. 5977
RESOLUTION OF THE COUNCIL or THE CITY OF PALO ALTO
APPROVING THE APPLICATION FOR RECYCLING/COMPOSTING
GRANT FUNDS UNDER THE SOLID WASTE MANAGEMENT ACT OF
1980
WHEREASr th~ LP9ialature of the State of California has enacted
the State Solid waste Management Act of 1980 which provides funds t0
certain entities for community recycling programs; and
WHFREAS, the State Solid Waste Management Board has the responsi-
bility for the administration of the program setting up necessary pro-
cedures governing application for grant funds by local public and pri-
vate entities; and
WHEREAS, the procedures established by the State Solid Waste Man-
agement Board require all applications to include a certified minute
order or resolution demonstrating local government sponsorship, identi-
fying the project as a necessary component of the community's waste
management system;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows~
SECTION 1. The Council of the City of Palo Alto approves the
filing of an application by the Palo Alto Public Works Refuse Division
for funding under the State Solid Waste Management Act.
SECTION 2. The Council certifies that the Municipal Composting
Project is a necessary component of the community's waste management
system.
SECTION 3. The r.ouncil agrees to support efforts to successfully
implement and sustain the composting program and to consider fiscal
actions necessary to assure the program's continuatio~.
SECTION 4. The Council authorizes the Deputy Director of Public
Works as agent of the City of Palo Alto to conduct all negotiations,
execute and submit all documents including but not limited to applica-
tions, grant agr~ernents, amendments and payment requests, which may be
necessary for tht completion of the aforementioned program.
