RESOLUTION NO. SMt RESOLUTION OF THE COUNCIL OF CITY OF PALO ALTO
DECLARING THE RESULTS OF THE CONSOLIDATED MUNICIPAL
ELECTION HELD ON TUESDAY, NOVEMBER 3, 1981
WHEREAS, on November 3, 1981, a municipal election consolidated
with Santa Clara County elections was duly held in the City of Palo
Alto pursuant to the provisions of Section 3 of Article III of the
Charter of the City of Palo Alto for the purpose of electing five
Councilmembers, each for a full term of four years expiring Decem-
ber 31, 1985; and
WHEREAS, on November 3, 1981, a special election consolidated
with the general municipal election was duly held in the City of
Palo Alto pursuant to the provisions of Article Ill of the Charter
of the City of Palo Alto for the purpose of submitting to the voters
Measure B, a proposed ordinance which would add Chapter 9.72 enti-
tled "Prohibition of Discrimination on the Basis of Sexual Orien-
tation" to the Palo Alto Municipal Code; and
WHEREAS, due and legal notice of said municipal and special
elections was given as required by law~ and
WHEREAS, on tho:: 3rd day of November, 1981, at the hour of 7:00
in the morning of said day the polls were duly and regularly opened
for said municipal and special elections and said polls were contin-
uously kept open for said purpose from the time they were so opened
until 8;00 in the evening of said day; and
WHEREAS, in accordance with California Elections Code Section
23306 the Board of Supervisors and the Registrar of Voters of Santa
Clara County have conducted a complete and official canvass of the
returns of said elections; and
WHEREAS, Article III~ Section 4 of the Charter of the City of
Palo Alto states that the Council shall act as a canvassing board to
canvass the results of such elections; and
WHEREAS, the Council of the City of Palo Alto met at its usual
place of meeting and did then and there canvass the returns of said
municipal and special consolidated elections and declare the results
thereof;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:·
SECTION 1. The Council finds and declares that:
(a) A municipal election was duly and regularly held on
November 3, 1981, in all things according to the Charter of the City
of Palo Alto, Resolutions No. 5940 and 5941 and the election laws of
the State of California1
(b) The whole number of votes cast in the City at said
municipal election for the purpose of electing fiv~ Councilmembers,
including those cast upon absentee ballots, was 57,835 on 13,833
ballots {37.4t turnout)J
(c) The total nwnber of votes given and cast at said
municipal election, including votes cast upon absentee ballots, was
as f?llows for the candidates for City Council:

(d) Betsy Bechtel, Gary P. Fazzino, Ellen Fletcher, Larry
Klein and Michael w. Cobb, being the five candidates receiving the
highest number of votes for the off ice of Councilrnember for a full
four-year term, were duly and regularly elected for terms of four
years commencing January 1, 1982, to serve as Councilmember of the
City of Palo Alto.
SECTION 2. The Council finds and declares that:
(a) A special election consolidated with the general
municipal election was duly and regularly held on November 3, 1981,
in all things according to the Charter of the City of P~lo Alto and
the election laws of the State of California for the purpose of con-
sidering Measure B, a proposed ordinance to add Chapter 9 .. 72 to the
Palo Alto Municipal Cede entitled •Prohibition of Discrimination on
the Basis of Sexual Orientation:"
(b} The whole number of votes cast in the City at said
special election, including 'Votes cast upon absentee ballots, was
13,362 on 13,833 ballots (37.4% turnout};
{c) The total number of votes given and cast at said
election, including votes cast upon absentee ballots, was as
follows:
