RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING UTILITY RULE ANO REGULATION NO. 19C OF THE
CITY OF PALO ALTO
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Rule and Regulation No. 19C is amended to read as
set forth in Exhibit "A" attached hereto and by this reference incor-
porated herein.
SECTION 2. The Council hereby finds that the adoption of this
resolution will have no significant adverse environmental impact4

C. SAMPLING OF INDUSTRIAL DISCHARGES IN EXCESS OF 25,000 GALLONS PER DAY
In order to properly apportion costs of operation and maintenance of the
RWQCP to the large industrial users, it is essential to determine both the
quantity and quality of wastewater produced in each contributing industry
discharging 25,000 gallons per day or its equivalent.
The following is adopted as a fair and equitable method of developing the
necessary criteria.
1. Flow
Tile quantity charge shall be based upon the metered water served to
the industry being billed. In cases where the consumer has extensive
landscape irrigation ~id sul'llT!er monthly consumption exceeds the
average monthly consumption of January, February, and March by more
than 50%, the average of the January, February, and March consumption
shall be used for calculating wastewater d;scharge for the remaining
iDJnths of the year.

A. Measurements of the concentration of these constituent~ shall be
taken from 24-hour composite samples collected at least
semi-annually at each industrial discharger d~scharging in excess
of 25,000 gallons per day to the wastewater collection system.
The constituent concentrations found in these samples shall be
averaged to provide the basis of establishing the wastewater
treatment charge to be le~ied to the discharger being sampled.
All samples shall be analyzed at the laboratory of the RWQCP.
Treatment charges will be based upon the quan~ity and
concentr•t ion found in the ..,aste strea11 monitored.
B. If an establishment's p;ping configuration ~or other physical
considerations, render representative effluent sampling
prohibitively complex or infeasible then the City shall set the
establishment's level of sewage effluent constituents for billing
purposes at the average effluent constituent levels of industries
in the City, or where feasible, at the average effluent
constituent levels of similar establishment's.
