HomeMy WebLinkAboutRESO 5968• • ORIGINAL RESOLUTION NO. 5968 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO MAKING APPLICATION TO LOCAL AGENCY FONMATION COMMIS- SION ( LAFCO) REGARDING AN AMENDMENT TO THE URBAN SERVICE AREA OF THE CITY TO REVISE THE BOUNDARY NEAR THE CAMPUS OF" STANFORD UNIVERSITY AND RESCINDING RESOLUTION NO. 5852 WHEREAS, on February 6, 1973, the City of Palo Alto adopted its Urban Service Area which was approved by the County of Santa Clara Local Agency Formation Commission {LAFCO) on April 4, 1973: and WHEREAS, on October 25, 1977, the City of Palo Alto revised its Urban Service Area to include the area known as the ITT Property and that revision was approved by the County of Santa Clara [,AFCO on Decem- ber 7, 1977; and WHEREAS, on November 17, 1980, the City of Palo Alto, by Resolu- tion No. 5852, revised its Urban Service Area to include property on the campus of Stanford University and the rev is ion has not been ap- proved by the County of Santa Clara LAFCO~ and WHEREAS, the City of Palo Alto now wishes to rescind Resolution No. 5852 because of changed circumstances; and WHEREAS, the six areas shown on Exhibit "A" attached hereto and incorporated herein by this reference are located within the Palo Alto sphere of influence as adopted by LAFCO: and WHEREAS, Area 1 is located outside of but adjacent to the Palo Alto Urban Service Area; and WHEREAS, Area 1 is designated uMajor Institution/Special Facil- ities" on the Palo Alto Comprehensive Plan Land Use Map as is the re- mainder of the Stanford campus within the Palo Alto Urban Service Area; and WHER.EAS, the City of Palo Alto desires to amend its Urban Service Area to include Area 1; and WHEREAS, Areas 2, 3, 4, 5, and 6 are located inside of the Palo Alto Urban Service Area; and WHEREAS, Areas 2, 3, 4, 5, and 6 are designated Open Space ••• Controlled Development; and WHEREAS, the City of Palo Alto desires to amend its Urban Service Area to remove Areas 2, 3, 4, 5, and 6 from its Urban Service Area; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. The Council hereby ::-equests and authorizes LAFCO to amend the Urban Service Area of the City of Palo Alto to include Area 1 and to exclude Areas 2, 3, 4, 5, and 6 as shown on Exhibit "A". SECTION 2. The City Manager is hereby directed and authorized to complete, execute, and furnish to LAFCO such applications, documenta- tion, and information, and to take such other ministerial actions as may be necessary to facilitate and permit the above authorized review by LAFCO. .. • • SECTION 3. The Council hereby rescinds Resolution No. 5852. SECTION 4. The Council hei:·eby finds that the adopt.ion of this resolution does not constitute a project as defined by the California Environmental Quality Act and Title 11 of the Palo Alto Municipal Code, and that LAFCO is the lead agency for the purpose of preparing environmental documents relating to the actual change of the Palo Alto Urban Service Area.
