RESOLUTION OF THE COUNCIL OF TifE-e-fTY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR FIRE DEPARTMENT
PERSONNEL ANO RESCINDING RESOLUTION NO. 5865 AS
AMENDED SY RESOLUTION NO. 5922
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to the provisions of Section 12 of Article
III ol the Cnarter of the City of Palo Alto, the Compensation Plan,
aa set forth in Exhibit •A• attached hereto and made a part hereof by
reference, hereby is adopted for Fire Department personnel effective
the pay period including June 27, 1981.
SECTION 2. The Compensation Plan adopted herein shall be admin-
istered 6y the City Manager is accordance with the Merit System Rules
and Regulations.
SECTION 3. The Compensation Plan shall continue in effect until
amended or revoked by the Council.
SECTION 4. The City Controller hereby is authorized to imple-
ment the Compensation Plan adopted herein in his preparation of
forthcoming payrolls. He is further authorized to make changes in
the titles of employee classifications identified in the Tabl~ of
Authorized Personnel contained in the 1981-82 budget if such titles
have been changed by the Compensation Plan.
SECTION 5. Resolution No. 5922 as to Fire Department personnel
hereby is rescinded4
SECTION 6. The Council finds that this is not a project under
the California Environmental Quality Act and, therefore, no environ-
mental iwpact assessment is necessary.

Fire Personnel
SECTION I. SALARY
A. Salary Range Tables
Personnel covered by this plan shall receive compensation
within the salary ranges set forth in the Salary Range
Tables that follow Section II. The salary range for each
position classification title and number is expressed in
bi-weekly and/or hourly rates along with the approximate
monthly and/or annual equivalent-.
B. Establishment of Salary
The City Manager is authorized to make appointments to or
advancements within the prescribed ranges upon evaluation
of employee qualification and performance.
Merit advancements from the first salary step to the
second salary step shall be granted at six-month intervals
and between the second and subsequent steps at one-year
intervals if the affected employee has demonstrated con-
tinued improvement and efficient and effective service.
For the purpose of determining step time requirements,
time will commence on the first day of the month coincid-
ing with or following entrance onto a salary step. Step
increases shall be effective on the first day of the pay-
roll period in which the time requirements have been met.
The City Manager, in recognition of unusual circumstances
or extraordinary performance, may authcrize special merit
advancement.
In the event that a downwara adjustment of a salary range
indicates a reduction in tae established salary of an
individual employee, the City Manager may, if circum-
stances warrant, continue the salary for such employee in
an amount in excess of the revised range maximum for a
reasonable period of time. Such interl.m salary rates
shall be defined as •Y-rates•.
SECTION II. SPECIAL COMPENSATION
Personnel covered by this compensation plan, in addition to
the salary set forth in Section I above, aay receive special
compensation as follows. Eligibility shall be in conformance
with the Merit Rules .and Regulations and Administrative
Dfrectivea issued by the City Manager for the purposes of c arification and interpretacion.

A. Annual Adjustment
Annually, each employee who holds a regular full-time
appointment in the municipal service on or before July
first and continues in such status through the first day of
Pay Period No. 25 (in December) shall receive, in addition
to the salary prescribed herein, a salary adjustment equal
to one percent of the employee•s current annual salary.
Annual adjustments shall be prorated to reflect appointment
from January 1 through July 1 of the current year, or inter-
rupted service during the year.
B. Overtime Premium Rate
Shift personnel assigned to overtime relief duty in addi-
tion to their regular 56-hour shift schedule shall receive
overtime compensation at a rate of one and one-half times
the employee's basic 56-hour rate for all hours of the
relief duty shift~ Overtime assignments for duties other
than minimum staffing shall receive compensation at a rate
of one and one-half times the employee's basic 40-hour
rate.
c. working Out of Classiffcation
All out-of-classification assignments assigned by Management
where 8 or more hours of the shift are worked will be paid
acting pay from the beginning of the assignment as indicated
below. This provision applies to lower classifications
working as Apparatus Operators and Captains:
Firefighter working as peerator or Caetain -Step in
the Fire Fighter range to saae step in the Apparatus
Operator range.,
A aratus erator workin as Ca tain -Step in the
erator range to same step une step in the
Captain's range.

D. In-Lieu of Holiday Pay
Representation unit fire suppression personnel in pay sta-
tus shall receive 11.5 hours straight tim, regular pay per
month in-lieu of holidays to a maximum payment of 138 hours
-"-...
per year. If employees wish to take time off instead of ~
in-lieu pay, time off shall be at the rate of one-half
shift (12 hours) per month on a staffing available basis.
Such time off must be scheduled so that no additional over-
time will be required to achieve suppression minimum staff-
ing. Time off instead of in-lieu holiday pay may be taken
in advance of the month that said in-lieu hours become pay-
able up to a maximum of 48 hours. However, no in-lieu hours
will be paid until such advanced time off has been liqui-
dated by the in-lieu hours accrued in subsequent months.
E. · Pay for Court Appearance
Sworn Fire Personnel appearing in court for the People shall
be compensated as follows:

'!!le City ,shall, upon submittal of ~vidence of payaent,
reimburse up to $60 per quarter ($90 per quarter, effective
July 1, 1982) of medical plan premiums on behalf of fire
unit employees wbo retire from the City under service or
disability retirements after April 1, 1978. 'lhe retiree
may select any medical plan. The plan may cover eligible
dependents as defin-d under the City Baployeea' Bealtb Plan.
No reimbursements will be made for plans p~oviding benef ita
other than aedical and health ben•fits.

G. Medical and Dental Insurance
Except as otherwise set forth herein, the City will main-
tain the present level of benefits on all City sponsored
medical and dental programs.
1. City Health Plan or Kaiser Health Plan
The City shall pay 100% of the premiums for
all employee and dependent co7erages on be-
half of eligible and enrolled employees and
dependents. Health Plan premium increases
during the term of the compensation plan will
be assumed by the City.
2. Dental Plan
The City shall pay all premium payments or
equivalent self-insured program charges on
behalf of employees and dependents who are
eligible and enrolled for coverage under the
existing dental plan.
B. Life Insurance
The City will pay the following amounts of premium on
behalf of Fire personnel:
Basic Life Insurance

I. Tuition Reimbursement
Per Pay Period Per Month (approx)

City will reimburse expenses for tuition, books and curric-
ulum fees incurred. by employees within the representative
unit, to a maximum of $450 per fiscal year for classes given
by accredited institutions of learning or approved special-
ized training programs. Programs must either contribute to
the employee's job performance or prepare the e•ployee for
other City positions and must be approved in advance.
