RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO ORIGINAL
RECOGNtZING OR. ESTHER B. CLARK, RECIPIENT OF THE
PALO ALTO CHAMBER OF COMMERCE'S DISTINGUISHED CITIZEN AWARD
WHEREAS, OR~ ESTHER B. CLARK, is a native Palo Altan, who attended Palo
Alto schoQls and completed undergraduate studies at Stanford, and received her
M.O. degree from Stanford Medical School in 1925, with certification in her
specialty of pediatrics in 1936; and
WHEREAS, DR. CLARK joined Or. kussel v. Lee, Or. Tom Williams and Or.
Fritz Roth in 1927 in a practice which spawned the Palo Alto Medical Clinic;
and
WHEREAS, OR. CLARK became the Mid-Peninsula area's first pediatrician
and was, for ten years, the only pediatrician practicing between San Mateo and
San Jose; and
WHEREAS, in the Thirties there were few children's diseases for which
there was a known specific cure, and OR. CLARK actively participated in the
promotion of inmunizations for such diseases as diptheria, whooping cough,
tetanus, and smallpox; and
WHEREAS, OR. CLARK'S work in attacking the problem of reducing childhood
accidents led her to the formation of a Child Accident Prevention C011111ittee by
the American Academy of Pediatrics and her four-year service as the Director
of thi$ ColllTlittee; and
WHEREAS, DR. ESTHER CLARK is best known for her inspirational role in
the founding of the Children's Health Council in 1953 to address the needs of
children with mental, emotional learning, and neurological disabilities, and
this pioneering local non-profit organization has been studied and celebrated
for its achievement and programs; and
WHEREAS, in 1968, Mrs. Lyndon B. Johnson invited DR. CLARK to be a
special guest at a White House luncheon to tell the NCHC" story; and
WHEREAS, OR. ESTHER B. CLARK retired from active practice with the clinic
partnership in 1972, but remains an active member of the Cr-£ Board of
Directors and is seen frequently at the facility; and
WHERfAS, OR. CLARK'S personal and professional contribution to the
conmunity and its children has truly been beyond measure; and
WHEREAS, each year the Palo Alto Chamber of Comnerce organizes a
Distinquished Citizen Awards Program and since the inception of this program
in 1945 only twelve other individuals have been so honored; and
WHEREAS, DR. ESTHER B. CLARK and her brother BIRGE M. CLARK are the
Chamber's choice as DISTINGUISHED CITIZENS OF 1981;
N>W, THEREFORE, THE CDUNCIL OF THE CITY OF PALO ALTO OOES RESOLVE that it
congratulates DR. ESTHER a. CLARK on receiving the Distinguished Citizen Award
and joins tl.e ChaH>er in recognizing OR. ESTHER 8. CLARK'S outstanding and
cons,ientious service to this conmunity.

Such undergrounding will avoid or eliminate an unusually
heavy concentration of overhead distribution facil1ties,
or the reconstruction of an existing pole line.
Said street or road or right-of-way is extensively used
by the general public and carries a heavy volume of
pedestrian and vehicular traffic;
Said street or right-of-way is scheduled for major new
roadway construction, reconstruction, or realignment.
Said street or road or right of way adjoins or passes
through a civic center.
9. That the City Clerk of this City shall give notice of said hearing
by maiPng copies of this resolution tn all property owners within said
proposed district as shown on the last equalized tax. roll of the City, and to
all utilities supplying electric, conmunication or similar or associate
services within said proposed district, said mailing to be co'llj)leted at least
thirty {30) days prior to the date of said hearing.
10. That the City Clerk is hereby authorized and directed to include in
said not ice a statement to the effect that any affected owner has the option
of paying the cost of converting his service connection to underground
locations over a period of five (5) years, with interest to be computed at a
rate equal to three quarters of one percent (3/4 of 1%) in excess of the rate
shown in the New York Bond Buyer Index of Municipal Bond Average Yields for 2u
bonds for the week next preceding the day on which the underground utility
district is ordered and formed.
1 L That the notice sha1 l-also set forth the e~timated base cost,
incidental expense and special assessment as said terms are defined in Section
12-.16.092 of the Palo Alto Municipal Code, and the fact that the City, upon
ex arc i se· of the option and the accomp 1 i shment of the underground construction
work as required by Section l2el6.090 of said Code, will pay the base cost to
the owner who accomplishes the underground construction, subject to the
payment of the amount of the special assessment in the miinner in the manner
provided in said Code.
