RESOLUTION 5898
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ENDORSING AND SUPPORTING THE a:lALS OF THE CAL!FORNIA
RESOURCE RALLY ANO URGING CITY PARTICIPATION IN RECYCLING,
LITTER CONTROL AND WASTE REDUCTION ACTIVITIES
WHEREAS, more than 46 mill ion tons of non-hazardous sol id
wastes are generated each year in California whil€ many of the
State's 600 sanitary landfills are closing for want of space or
failure to meet health and safety standards1 and
WHEREAS, Ca.lifornians spend more than $600 mill ion each year
to collect, trans£ er, haul and bury sol id wastes that contain
hundreds of millions of dollars of valuable energy and materials
that could be reused, recycled or otherwise recovered; and
WHEREAS, the problem of litter continues to plague
California's cities and counties costing the taxpayers an add i-
tional $100 million a year to handle: and
WHEREAS, the State Solid Waste Manaqement Board is the agency
responsible for initiating and encouraging statewide and community
programs in solid waste management planning and enforcement,
recycling, resource reuse, energy recovery r 1 it ter control and
public education and participation; and
WHEREAS, the State Solid Waste Management Board--with the
support of dozens of California public interest groups, businesses
and local governments--is sponsoring the Great California Resource
Rally to be ~eld April 20-26, t 981, to raise Californians' aware-
ness of the Statevs impending garbage crisis artd encourage citizen
participation in litter control, recycling and waste reduction
activities, and
WHEREAS, the City Count!il of the City of Palo Al to has a
leadersbip role to play in helping to find solutions to
California's solid waste management challenges~
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The City Council hereby endorses and supports the
objectives and goals of the California Resource Rally, and urges
citizens and City personnel and agencies to participate in and
support recycling, litter control and waste reduction activities
throughout the year especially during the Rally week of April
20-26, 1981.
SECTION 2. The City Coundil urges that steps be taken
immedlatJy to consider the use of available funding from the
State Solid Waste Management Board under the Board's various grant
programs for initiation or r~inforcement of county recycling, lit-
ter control, waste reduction and resource recovery activities, and
further urges all cities to encourage their personnel to maximize
the reuse and recovery of waste resources, especially paper, motor
oil, aluminum, glass and newsprint in their 00111munities.
SECTION 3. The Council of the City of Palo Alto finds that
this is not a project and, therefore, no environmental impact
assessment is necessary.
