RESOLUTION OF THE COUNCIL OF THE CITY OP PALO ALTO
AUTHORIZING THE EXECUTION OF THE STANDARD AGREEMENT
AND OTHER IX>CUMENTS '1'0 SECURE DEFERRED PAYMENT LOAN
FROM THE STATE OF CALIFORNIA
WHEREAS, pursuant to Sections 50660-50670 of the California
Health and Safety Code, the California Department of Housing and
Community Development (hereinafter referred to as the •state•) is
authorized to provide funds for the rehabilitation of housing in
designated areas; and
WHEREAS, the City of Palo Al to, a local public agency org a-
n i zed as a Charter City pursuant to the Constitution of the State
of California, is enabled and eligible to receive said loans;
NOW, THEREFORE, the Council of the City of Palo Al to does
RESOLVE as follows:
SECTION 1. The City of Palo Alto is hereby authorized to
enter 1nto an agreement with the State to borrow a total amount
not to exceed Fifty Thousand Dollars ( $50 ,QOO) for purposes of
lending deferred payment loans for housing rehabilitation.
SECTION 2. The City of Palo Alto is hereby authorized to
give appropriate instruments to the State as evidence of said
debt an$ that the City Manager of his designee is hereby autho-
rized to execute in the name of the City of Palo Alto said stan-
dard agreement and other documents required to complete this
transaction.
SECTION 3. Jim Krokee, Manager of Palo Alto Housing
Improvement Program, is hereby authorized to execute all docu-
ments required to make and record each individual loan under this
program to program participants.

RESOLUTION OF THE COUNCII, OF THEITY OF PALO ALTO
APPROVING APPLICATIONS FOR GRANT FUNDS UNDER THE
ROBERTI-Z'BERG URBAN OPEN-SPACE AND RECREATION
PROGRAM AND THE CALIFORNIA PARKLAND$ ACT OF 1980
PROJECT: THEATRE FACILITIES RENOVATION
WHEREAS, the Legislature of the State of California has enacted
the Roberti-Z'Berg Urban Open-Space and Recreation Program which pro-
vides funds to certain political subdivisions of the State of Calif-
ornia for acquiring lands and for developing facilities to meet urban
recreation needs; and
WHEREAS, the people of the State of California have enacted the
California Parklands Act of 1980 7 which provides funds to the State of
California and its political subdivisions for acquiring lands and for
developing facilities for public recreation and historical purposes:
and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program,
setting up necessary procedures governing application by local agencies
under the program; and
WHEREASr said procedures established by the State Department of
Parks and Recreation require the applicant to certify by resolution the
approval of applications prior to submission of said applications to
the State: and
WHEREAS, said applications contain a certification that the appli-
cant will comply with all federal, state, and local environmental, pub-
lic health, relocation, affirmative action, and clearinghouse require-
ments and all other appropriate codes, laws, and regulations prior to
the expenditure of the grant funds; and
WHEREAS, the project(s) applied for under this program must be of
a high priority and satisfy the most urgent park and recreation needs
with emphasis on unmet needs in the most heavily populated areas;
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. Approves the filing of applications for funding under
the Roberti-Z 1Berg Urban Open-Space and Recreation Program and the Cal-
ifornia Parklands Act of 1~80 for Theatre Facilities Renovation Pro-
ject.
SECTION 2. Certifi~s that said agency understands the general
provisions of the agr.eement.
SECTION 3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project(s} funded under this pro-
gram.
SECTION 4. Certifies that said agency has or will have available
prior to commencement of any work on the proj~ct(s) included in this
application matching money from a nonstate source.
SECTION 5. Certifies that the project(s) included in this applic-
ation conform to the recreation element of the applicable city or
county general plan.
SECTION 6. Appoints the City Manager or his designated represen-
tative as ~gent of the City of Palo Alto to conduct all negotiations,
execute and submit all documents including but not limited to applica-
tions, agreements, amendments, payment requests, and so on which may be
necessary for the completion of the aforementioned project(&).

SECTION 7. Appoints the Palo Alto City Attorney as legal counsel
for said agency with authorization to sign the certification on Page 1
of application.
