RESOLUTION OF THE COUNCIL OP THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN FOR FIRE DEPARTMENT
PERSONNEL (Effective January 1, 1980) AND RESCINDING
RF.SOLUTION NO. 5714
The Council of the City of Palo Alto does RESOLVE as follows:
SECTION 1. Pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Compensation Plan,
as set forth in Exhibit •A• attached hereto and made a part hereof by
reference, hereby is adopted for Fire Department personnel effective
January 1, 1980.
SECTION 2. The Compensation Plan adopted herein shall be admin-
istered by the City Manager in accordance with the Merit System Rules
and Regulations.
SECTION 3. The Compensation Plan shall continue in effect until
amended or revoked by the Council.
SECTION 4. The City Controller hereby is authorized to imple-
ment the Compensation Plan adopted herein in his preparation of
forthcoming payrolls. He is further authorized to make changes in
the titles of employee classifications idel.tified in the Table of
Authorized Personel contained in the i980-8 1 budget if such titles
have been changed by the Compensation Plan.
SECTION 5. Resolution No. 5714 hereby is rescinded.
SECTION 6. The Council finds that this is not a project under
the California Environmental Quality Act and, therefore, no environ-
mental impact assessment is necessary.

SECTION I. SALARY
A. Salary Range Tables
Personnel covered by this plan shall receive coJnpensation
within the salary ranges set forth in the Salary Range
Tables that follow Section II. The salary range for each
position claasificatiQll title and nUJ11ber is expressed in
bi-weekly and/or hourly rates along with the approximate
monthly and/or aanual equivalent.
e. Bstablishment of Salary
The City Manager is authorized to make appointments to or
advancements within the prescribed ranges upon evaluation
of employee qualification and performance8
Merit advance•ents from the firet salary step to the
second salary step shall be granted at six-month intervals
and between the second and subsequent steps at one-year
intervals if the affected employee has demonstrated con-
tinued iaproveaent and efficient and effective service.
Po~ the purpose of determining step time "tequirements,
tiae will comaence on the first day of the month coincid-
ing with or following entrance onto a salary step. Step
increases shall be effective on the first day of the pay-
roll period in which the tiae requirements have been met.
The City Manager, in rec0gnition of unusual circumstances
or extraordinary performance, may authorize special merit
advancement.
In the event that a downward adjustment of a salary range
indicates a reduction in ~he established salary of an
individual employee, the City Manager may, if circum-
stances warrant, continue the salary for such employee in
an amount in excess of the revised range mazimua for a
reasonable period of ti•e. Such interim salary rates
shall be defined as •Y-rates•.

Personnel covered by this compensation plan, in addition to
the salary set forth in Section I above, may receive special
compensation as follows. Bligibility shall be in oonfor•ance
with the Merit Rulea and Regulations and Administrative
Directives issued by the City llanaqer for the purposes of
clarification and interpretation.

A. Annual Adjustment
Annually, each e1nployee who holds a regular full-time
appointment in the municipal service on or before July
1 J
first and continues in such status through the first day of
Pay Period No. 25 (in December) shall receive, in addition
to the salary prescribed herein, a salary adjustment equal
to one percent of the employee's current annual salary.
Annual adjustments shall be prorated to reflect appointment
from January 1 through July 1 of the current year, or inter-
rupted service during the year.
B. Overtime Premium Rate
Shift personnel assigned to overtime relief duty in addi-
tion to their reqular 56-hour shift schedule shall receive
overtime compensation at a rate of one and one-half ti•es
the employee's basic 56-hour rate for all hours of the
relief duty shift. overtime assi9nments for duties other
than minimum staffing shall receive compenBation at a rate·
of one and one-half tiaes the employee• s basic 40-hour
rate.
c. Working Out of Classification
Effective January 12, 1981 all out-of-classification aasign-
aents assigned by Manage•ent where eight o~ more hours of
the shift are worked will be P«id acting pay from the begin-
ning of the assign•ent at 7 1/2• above the base regular rate
of pay. This provision applies to lower classifications
worki119 as AppArat~s Operators and Captains. Representation
unit employees working as Battalion Chiefs will follow past
practices.
o. Paid Tiae Off -Staffing Available
All representation unit fire suppression personnel as of
January 1, 1980, shall be entitled to one shift (24 hours)
off with pay on a staffing available basis when platoon
staffin9 is above 32, to be taken before June 30, 1981.
Non-shift representation unit personnel will be entitled
to two days off staffing available under this section.
Tiae off under this article will be lost if not taken by
the dates indicated. For purposes of this article staff-
i"9 available aean.s that no additional overtime expense will
be incurred aa a result of taking time off under this
article.

B. In Li~u of Holiday Pay
Representation UJ\it fire suppression personnel in Pi'Y
status shall receive 11.5 hours straight time regular pay
per month in lieu of holidays to a 111aximum payment of 138
hours per year. If employees wish to take time off instead
of in-lieu pay, time off shall be at the rate of one-half
shift (12 hours) per month on a staffing available basis.
Such ti•e off must be scheduled so that no additional over-
time will be required to achieve suppression minimum staff-
ing. Time off instead of in-lieu holiday pay may be taken
in advance of the month that said in-lieu hours become pay-
able up to a maxiawn of 48 hours. However, no in-lieu hours
will be paid until such advanced time off has been liqui-
d«ted by the in-lieu hours accrued in subsequent months.

H. Retired Employees

The City shall, upon suh•ittal of evidence of payment,
reimburse up to $60 per quarter of medical plan premiums on
behalf of fire unit employees who retire fro~ the City under
service or disability retirements after April 1, 1979e The
retiree may select any medical plan. The plan may rover
eligible ~ependents as defined under the City Employees'
Health Plan. No reiabursements will be made for plans
providing benefits other than medical and health benefits.
I. Medical and Dental Insurance
Except as otherwise set forth herein, the City will maintain
the present level of benefits on all City sponsored medical
and dental pro~rams.
1. City Health Plan or Kaiser Health Plan
The City shall pay 100t of the premiums for
all employee and dependent coverages on be-
half of eligible and enrolled employees and
dependents. Health Plan premium increases
durin9 tlw-tenn of the C"Ompensation plan will
be assumed by the City.
2. Dental Plan
The City shall pay all premium pa)'tl'ents or
eauivalent self-insured proqrmn charges on
behalf of employees and dependents who are
eligible and enrolled for coverage under
the e~isting dental plan.
J. Life Insurance
The City will pay the following amounts of premium on behalf
of Fire personnel:
