RESOLUTION OP THE COUNCIL OP THE CITY OF PALO ALTO
AMBNDING 'l'BE PALO ALTO COMPREHENSIVE PLAN FOR THE
DEVELOPMENT OP THE CITY OF PALO ALTO (STANFORD
UNIVERSITY LANDS)
WHEREAS, the Planning Commission has conducted a review and on May
19, June 23 and July 28, 1982 held a properly-noticed public hearing to
consider amendment of the Palo Alto Comprehensive Plan.
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. The Council finds that chan9ed conditions and the
public interest, health, safety and welfare require the amendments to
the Palo ~lto Comprehensive Plan (1980-1995) set forth below.
SECTION 2. Land Use Text. On pa9e 74-75 of the Comprehensive
Plan, the text regarding Stanford Unviersity is amended to read:
Stanford University
Stanford University lands comprise a large portion
of Palo Alto's planning area.
The 1976 Comprehensive Plan Map designated much of
the developed Stanford campus as Major Institution/
Special Facilities. Most undeveloped University-owned
land, especially west of Junipero Serra Boulevard, was
designated Open Space ••• Controlled Development. The
Plan adopted in 1981 generally retained the 1976 land
use designations. However, the University undertook a
major planning effort in 1979 intended to provide a
detailed University land use plan. Conflicts between
the University's plan and the <:'H:y•s plan will have to
b'! addressed.
In 1980, the City and the County worked on a new
set of land use categories and definitions which are
incorporated into the County General Plan. Under the
County General Plan, unincorporated lands of Stanford
Unversity are designated Major Education and Institu-
tional Uses with a further designation of either
University Lands-Campus or University Lands-Academic
Reaerve and Open Space. University Lands-Campus in-
cludes the developed academic portions of the University
in which Stanford provides its own urban services. The
County requires a General Plan amendment for transfer of
lands from Academic Reserve and Open Space to the Campus
designation.
The County's designation of University I.ands-
Acaderaic Reserve and OpE:n Space is applied to the land
weat of Junipero Serra Boulevard, incl udin9 the land
south of Pa~e Mill Road, known as Stanford North and
South, and to parcels of land adjacent to and including
the A~boretua. Por th~se lands, the County General Plan
requires that, •policies focusing on environmental con-
cerns and conservation of natural, visual, and heritage
resources must be developed for th• entire academic
reserve throuqh a cooperative process A110ng the Boar~ of
Supervisors, the University Board of Trustees, and the
City Council.• 'l'he County further states that new uses
aball require a uae permit and provides that •a special
area plan shall noraally be required for the entire area
affected by a specific develogaent propoaal prior to
consideration of a uae perait.•
