ORIGINAL RESOLUTION !«>. 6043 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTC ADOPTING UTILITY RATE SCHEDULE E-3 APPLICABLE TO ELECTRIC POWER FROM CUSTOMER-OWNED FACILITIES WHEREAS, cogeneration can contribute to the efficient use of fuel by captur inq and extracting useful work from energy that would otherwise be lostr and WHEREAS, cogeneration development represents an additional source of electri~al capacityr and WHEREAS, Palo Alto seeks to encourage the development of co- generation throi..~h all actions consistent with the interests of it~ utility and its ratepayers1 and WHEREAS, Section 201 and 210 of the Public Utility Regulatory Policies Act ( PURPA) obligat.as the Palo Al to electr; c utility to adopt a rate schedule for the ~urchase of el~ctricity from co9en- eration facilities1 and WHEREAS, pursuant to the city's l.'Omprehensive plan, it is city's policy to pursue development of cc-generation facilities and to ccnsider offering incentives to local industry to develop their own coqeneration facilities by agreeing to purchase excess elec- tricity thereform; and WHEREAS, the city will consider purchasing either the entire output or surplus from a cogenerator 1 s system if such a purctase will not adversely affect the city 1 s electrical system and will not increase the cost of power to other city customers1 and WH~KEAS, if the cogenerator wishes to sell power to anothar utility or agency for resal~, the city wiV. consider providinq tranr~'Dission service if it will not adversely aff.ect the city's system, and if the charge for transmi;;aion services will be ade- quate to cov~r the city's cost of this service1 NOW, TBEREPOl'...E, the Council of the City of Palo Alto does RESOLVE as follows: "UTILITY RATE SCHEDULE, SCHEDULE E-3 CUSTOMER-OWNED GENER1'- TION• consisting of sheets numbered lA and 2A is hereby adopted- INTRODUCED AND PASSED: June 21, 1982 AYES· NOES: eechtel, Cobb, Eyerly, Fazzino, Klain, Levy, Renzel, Witherspoon None • ABSTENTIONS: None ABSEl!IT: Fletcher t es
