RESOLUTION OF TH! COUNCIL OP THE CITY OF PALO ALTO
AMENDING SCBEDULBS E-1, E-2, AND E-4 OP THE CITY OF
PALO ALTO UTILITIES RATES AND CHARGES PERTAINING TO
DOMESTIC, COMMERCIAL, AND STREET AND HIGHWAY
LIGHTING RATES
The Council of the City of Palo Alto does RESOLVE as
follows:
SECTION l. Pursuant to Section 12.20.010 of the Palo Alto
Muni'":ipal COde, Schedules E-1 (Domestic Electric Service), E-2
(Commercial Electric Service), and E-4 (Street and Highway
Lighting) of the Palo Alto Utilities Rates and Charges hereby are
amended to read as shown on Sheets !Olm, 102m, 103m, 108a, 109a,
llOa and llla, respectively, attached hereto and incorporated
her~in.
SECTION 2. This Council finds that the rev~nue derived from
the authorized adjustments of said electric ra~es by the City
Manager shall be used only for the parpo~es set forth in the Palo
Alto City Charter, Article VII, Section 2, entitled •public
Utilities Revenue•. The adoption of this Resolution is,
therefore, specifically exempted under Public Resources Code
Section 21080{b)(S) from the requirements of CEQA.
SECTION J, The foregoing chan~es shall become effective July
1, 1982.

This schedule applies to electric service to all customers other than
separately metered single-phase service to single-fMiily domestic
dwellings. This schedule applies to all three-phase electric service.

Whenever the monthly use of energy has exceeded a.ooo kilowatt-hours
for three consecutiv! months, a maximum demand metar will be installed
as promptly as is practicable and thereafter contir.ued in service
until the monthly use of e~ergy has fallen below 6,000 kilowatt-hours
for twelve consecutive inonths, whereu~on. at the cpt1on of the City,
it may be removed.
The maximum demand in any month will be the maximum average po~r in
kilow~tts tiken during any 15-minute interval in the month provided
that in case the load is intermittent or subject to violent fluctua-
tions, the City maJ use a 5-m1nute interval, A thermal-type demand meter
which does not reset after a definite time interval may be used at tne
City• s option,
The billing demand to be used in computing charges under this schedule will
be the mean of the actual maximum demand in k1lowatti for the current month
and tr.e highest such demand occurring in the year ending with the curr-ent
month.

Solar Energy Discount:
' ~ approval by the City, a 10 percent di~,count will be applied to a
customer's electric bill if such customer has installed a solar erergy
system and met the following criteria: (1) ~ solar energy system is in
conformance ~1th the City's performance and aesthetic standards; '(2) The
solar energy system is designed to provide for 50 percent or more of the
residential domestic water heating or space heating requirements; and (3)
Appropria~e City permits are acquired.
Power factor:

At the City's option, VAR-hour metering will be installed on the
~ice of any new custtxner whose demand is expecte-1 to e>eceed 3(X)
kilowatts and ~on the service of any existing customer who~ demand
has exceeded 3()) kilowatts for three consecutive months. The City
may exercise the opt.ion of removing the VAA-hour metering from the
service of a cust~r whose demand has been below 300 kilowatts for
four consecutive aonths. ·
When such power-factor metering is installed on a customer's service,
the total charge for any month's electric service as c~ed on
Schedule E.-2 shall be decreased O!' ircreased, respectively, by 0.2
percent for each one percent that the average power factor of the
customer's load du:ring the month was greater or less than 90 percent,
such average power factor to be ~ted (to the nearest whole per-
cent) fro.~ the ratio of lagging kilovolt-ampere hours to kilowatt
hours consuned during the ronth. This adjustt.ent shall be applied to
a customer's bill prio1" to the application of the primary-voltage
discount clause.
Before 1.nstalling VAA-hour snetering on an existing cust0111er 1s ser-
vice, the utility vill measure the customer's power factor and notify
the custaaer of the result of the measurement.
The customer shall then toe allowed 60 days to e.-~ter in a mutually
agreed-upon factor correction program. The program shall be based on
the City's dollar estimate of the arn.1al potential penalty. The

customer shall agree to install pcwer-factor corrective devices on
his syst'!nl equivalent to the ar.nual dollar value of the City's es-
timate of the power-factor penalty. This progra.~ shall continue in
effect at the initial penalty base, until the customer's power factor
reaches 90 percent for six (6) consecutive mcnths, or five ()) years
•~.1.mun. The power-factor clause shall then hecome effective on the
customer billing. During the ti-ne this agreement is in effect, the
City shall not ill'pose any other power-factor penalty oo the customer.

SPECIAL CONDITIONS:
a. Type of Service: This schedule is applicable to series circuit and multip~e
street lighting systems to· which the City will deliver current at secondary .
voltage. Unless otherw1se agreed, multiple current will be dc:~ver~ at
120/240 volts, three-wire, single-phase. In certain localities the Utility
may supply serv1ce from 120/208-volt star-connected polyphase lines in place ·
of 240-volt service. Single phase service from 480-volt sources will be
available in certain areas at the option of the Utility whtJn this t.vpe of
service 1s practical from the Utility's engineering standpoint. Alf
currents and voltages stated herein are nominal> reasonable variations being
penr.itted. New lights will normally be supplied as multiple systems.
~. Point of Oelivert: De1ivery will be made to the cu~tomer•s system at a
point or at poin s mutually agreed upon. The City will furnish the service
connection to one point for each group of lamps, provided the customer has
arranged his system for the least practicable number of points of delivery.
All underground con~ections will b~ made by the custOlfler or at the custaftler's
expense.
c. Switchintf Switchin~ will be perfcrmed by the City of Palo Alto (on the
City's stle of points of delivery) and no charge will be made for switching
provided t~ere are at least 10 kilowatts of lamp load on each circuit
separ-ately switched, including aH larr.ps on the circuit whether served
under this schedule or not; otherwise9 an extra charge of $2.50 per !Jl>nth
wjll be made for each circuit separdtely switched unless such switching
installation 1s made for the City's convenience or the custoeer furnish~s
the switching facilities and, if installed on the City's equi~nt, ·
reimburses the City for installing and maintaining them.
d. Annual Burning Sched~h!: The above rates apply to 1 amps which wi 11 be turned on and off once each night in accordance with a regular burning
!;Chedule agreeable to the customer ~ut not exceeding 4,100 hours per year
for a11-n1ght service and 2~050 hours per year for midnight servic~$
e. Maintenance~ The rates under Class C 1nclude all labor necessary for
rep1ace.ent of glasswa~e and for inspection 4rld c1ean1ng of the saiie.
Maintenance of glassware by the City 1s lim:ted to standard glassware such
as is conaunly used and manufactured in reasonably large quantH1es. A
suitable charge will be made for maintenance of glasswa~·e of a type ehtailing
unusual expense. under Class c. the rates 1nclude maintena."K:e of circuits

posts, provided these are all of good standa'd construction; otherwise,
the Ctty may decline to grant Class c rates. Cla~s C rates applied to
any agency other than the City of Palo Alto also 1nc1ude patnt1ng of
posts w1th one coat of good ordinar·: paint as required to maintain good
appearance but do not include replacement of posts broken by traffic
accidents or otherwise.
f. Mult n ~ Electrol iers: The above charges are made on per-hmp basis.
Fnr poss supporting one or more lamps, where the lamps are less than
nine feet apart, the above charges for Class C will be reduced by ~ix
percent. computed to the nearest whole cent, for ail lamps other than
the first one.
g. Operating Schedules Other Than All-Night and Midnight: Rates for
regular operating schedules other than all -n1gfit and midnight will be·
the midnight rates plus or minus one-eleventh of the difference between
the midnight and the al 1-night rate, co1nputed to the nearest who le
cent, for each half hour per night more or less than midn~ght service.
This adjustment will apply only to lamps on regular operating s~hedules
which do not exceed 4,500 hours per year.
..• Street Light Lampslt Standard and Nonstandard Rati!!SIS: The rates for
incandescent 1anps under e1ass A are app11ca6Te for service to regular
street 1 amps only and must. be increased by s1x percent, computed to the
nearest tllhole cent, for ~rvice to g~oup-replacement street lamps. The
rates under Class C are applicable to both regular and group~replacement
street lamps.
i. Continuo~s O~rat1on: The rate for continuous 24-hour operation under ~1 ass A ·;erv ce wt11 be twice the all-night rate.
j. Systems Owned in Fart by City: 11.nere, at customer's request. the City
fnsla11s. owns. ana maintains any portion of the light1ng fixtures,
supports. and/or in.:erconnecting <. ircuits. an extra monthly charge of one
and one-fourth percent of the City's estimate of additional investment
shal 1 be made.
k. Rates For L~s Not on Schedule: In the event a custa,ner installs a 1amp Whfch ~not presently represented on this schedule, the utility
will prepare an interim rate reflecting the ut111tyts estimated costs
associated with that spec1f1c lamp size. This inte~tm rate will serve
as the effective rate for billtng purpose$ until the new lamp rat1ng is
added to Schadule E-4.
