The additions and DX>difications to the existing stop sign system, are set forth in Exhibits •a-3•, •s-6•, •e-a•, and Exhibit •E• which are attached hereto and by reference made a part hereof, are hereby adopted. SECTION 2. The map which was attached to Resolution No. 4291, as ameiia'ed, entitled •stop Intersection System•, which is attached hereto as Exhibit •A• and by reference made a part hereof, is hereby amended accordingly. SECTION 3. 'l'he Council finds that none of the provisions of this resolution will have a significant adverse environmental impact. Received from: Several residents on Emerson. Existing Situ~tion: Emerson is a through street at Lincoln. Traffic on Lincoln nis-Stop s1gns ___ J'his is an intersection nf two local streets. Analysis: Lincoln carries approximately 900 vehicles per day (v/d) and it is estfmatid that Emerscr. carries approximately 800 v/d. Field observations indicate that visibility is restricted for westbound traffic on Lincoln due to a bush on the southeast side of Lincoln and l)ilrked· cars on the northeast side of Lincoln. Visi~ility i11Provanents can be made by triORing the bush and prohibiting the parking. Staff has requested the owner to trim the bush which will impr~ve the visibility. In addition, a work ol1der will be issued ta paint 30 feet of red curb on the northeast corner of the intersection to improve visibility. Tt«> accidents have been reported to the Police Department over the last two-year period. A speed survey during the ev~n1ng peak period indicates that the 85th percentile speed is 30 mrh. The lllM!d1an speed 1s 24 mph. Right turn only movements are penaitted on the fntersect1on ot Embarcadero/ Emerson one block touth of the subject f ntersectton. In the north~rly direction, stop signs exist ori E•rson at Addison·, ooe block away frOAt the subjact i~tersectfons. The extst1ng stop signs on Ellerson are c~nsistent with the •Guard & Go• policies. Received frOlll: Jeff Kocsis, T0tn Steege, Principal, Sequoyah School, Mary Young, President. PIA, Los Ninos School, and several parents fran the Los Ninos School attendance. Existing Situation: Lo.a Verde is a through street at Greer. Traffic on Greer ~as stOp sf g~s. Loma Verde f s a coi1ector street wttf le Greer is a l<>Cal street. Analysis: Loma Verde cart·1es approxhtately 1800 vehicles per day ( v/d) and ft is estimated that Greer carries approximately 1,000 tG 1500 v/d. Although field observations 1ndicate that no peraanent visibility problems e~ist due to bushes, etc., a couple of vans have been observed parking on L<ma Verde at the southwest corner on two occas1ons. Therefore, 1t 1s essential for the northbound drivers on Gre!r to use caution when these vans are parked on La.a Verde. However, only ofle accident has been reported to the Police Departllent over the last two year period. The reported accident tthtory does not tnd1i;ate thfs to be a problem location. Ttte nearest stop sfgns on L0111a Verde exist at Louis in the westerly direction c.nd West Bayshore Road in the easterly dh'ect1on. There are no btke 1 anes on LOIN Ver·de or Greer. HGwver, Greer 1 s a bu's route. A traffic gap study conducted i_n the mrntng and afternoon periods tndtcate that sufficient adequate gaps occur in the traffic for saf.e crout'lg of LON Verde. Accordingly, this location does not meet the Council adopted cd teda for installation of stop signs near schools. A ~peed survey on Loma Verde dur-ing the mrning per·ioo 'indicates ttie 85th percentile speed to be 36 mph and the median speed to be 32 mph. The measured speeds on Loma Verde are approximately the same as ~.easured on most of the other collector streets in Palo Alto. Reco11111endation: Staff recommends that no action be taken on this request since ft does not iqeet Council adopted critPria for insta11~t1on of stop signs near schools.
