Subject: Election of the Mayor and Vice Mayor for 2010
Dear Council Members:
In accordance with the Palo Alto City Charter Article III, Section 8, and Palo Alto Municipal
Code Section 2.04.060, at the first meeting in January of each year, the Council shall elect
. one of its members as Mayor and one as Vice Mayor. The election of the Mayor and Vice
Mayor shall be by a vote of a majority of members of the Council. . The Mayor shall be
seated and assume the duties of the presiding officer immediately following the election of
the Mayor and before the election of the Vice Mayor.
On January 4, 2010, the City Council Members will elect a Mayor and a Vice Mayor for
2010. Each office will be voted on separately. Paper ballots will be used, and the City
Clerk will announce all votes. At least five votes are required for election to each office.

RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
IN APPRECIATION OF THE OUTSTANDING PUBLIC SERVICE OF
PETER DREKMEIER AS MAYOR, VICE MAYOR AND
COUNCIL MEMBER
WHEREAS, Peter Drekmeier was elected to the Council in 2005 and served as a member of
the Policy & Services Committee from 2006-2008, as Vice Mayor in 2008 and as Mayor in
2009; and
WHEREAS, Peter formed his values while growing up in Palo Alto and gave voice to them
from the dais particularly by advocating for a shared sustainable future and environmental
preservation, by serving as a Director of the San Francisquito Creek Joint Powers Authority
Board in 2008 and 2009 and as a Representative to the Lower Peninsula Flood Control Advisory
Commission from 2006-2009, and by being a persistent advocate for climate protection, zero
waste and green building requirements; and
WHEREAS, Peter appointed a Composting Task Force, scheduled the Mayor’s Earth Day
Green Tech Forum, and oversaw passage of the City’s plastic bag and polystyrene bans; and
WHEREAS, Peter represented the cities of Santa Clara County as a Commissioner of the
Santa Clara County Recycling and Waste Reduction Commission in 2008 & 2009 and as a
Commissioner of the Santa Clara Valley Water Commission from 2006-2009; and
WHEREAS, Peter, as the Chair of the Council, made sure all points of view had a fair
hearing on every issue, welcoming and thanking every person who appeared before the Council
and keeping a calm and light touch in tense situations by well-timed injections of humor, and the
occasional bout of spontaneous singing, thereby making everyone in the Council Chambers
comfortable in conducting the public’s business; and
WHEREAS, as Mayor in 2009, Peter was a national and international host, opening the 2009
Senior Games, welcoming a new Sister City, Tsuchiura, Japan and providing its mayor with an
eco tour of Palo Alto, meeting with a green tech delegation from our sister city of Enschede,
Netherlands, celebrating our 40 year Sister City relationship with Oaxaca, Mexico, and hosting
the 2009 US-China Green Energy Forum.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto hereby
commends the outstanding public service of Peter Drekmeier and gratefully records its
appreciation, as well as the appreciation of the citizens of this community, for meritorious
service rendered and contributions made during his four-year term on the Council.

RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
COMMENDING THE OUTSTANDING PUBLIC SERVICE OF
JOHN BARTON FOR HIS FOUR YEARS ON CITY COUNCIL
WHEREAS, John Barton was elected to the Palo Alto City Council in 2005 and served the
City competently for four years; and
WHEREAS, John served as Chair of the Policy and Services Committee in 2007, and Chair
of the Council Appointed Officers Committee in 2008 and 2009, overseeing the hiring of our
fabulous new City Manager and City Auditor; and
WHEREAS, as Council liaison to the Library Advisory Commission, John helped see to
completion the Library Service Model Analysis and Recommendations Report and passage of
the 2008 Library Bond; and
WHEREAS, John has been a strong advocate for the underserved, championing affordable
housing projects and support programs in Palo Alto; and
WHEREAS, John is well respected by the business community and has played a key role in
garnering their support for, and participation in, the City’s environmental programs and other
key initiatives; and
WHEREAS, John has been a champion of smart growth, supporting mixed use projects and
encouraging new development to be located near public transportation, jobs and services; and
WHEREAS, John has played a leadership role in exploring ways to reduce the potential
impacts of High Speed Rail on the Peninsula, such as by tunneling it underground; and
WHEREAS, John has always been respectful of his colleagues’ time, speaking clearly,
concisely and deliberately; and
WHEREAS, John has strong values and principles, has worked hard to keep the focus of the
Council on getting City business done effectively, and has always made the greater good of Palo
Alto his top priority.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Palo Alto hereby
gratefully records its sincere appreciation to John Barton for his meritorious service to the
residents, workforce and visitors of Palo Alto.

RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
COMMENDING THE OUTSTANDING PUBLIC SERVICE OF
YORIKO KISHIMOTO FOR HER EIGHT YEARS ON CITY COUNCIL
WHEREAS, Yoriko Kishimoto was first elected to the Palo Alto City Council in 2001, and reelected
to a second term in 2005, serving a total of eight years; and
WHEREAS, Yoriko served as Mayor of Palo Alto in 2007, leading the City with the theme of
“building a green economy through innovation,” promoting economic development as well as
environmental protection; and
WHEREAS, Yoriko served as Chair of the City’s Policy and Services Committee in 2004 and 2008,
and Chair of the Finance Committee in 2006; and
WHEREAS, Yoriko has worked tirelessly to make Palo Alto a leader in environmental sustainability,
championing issues such as climate protection, zero waste, green buildings, water conservation and
environmentally preferred purchasing; and
WHEREAS, Yoriko has been a staunch advocate of a walkable and bikeable community, promoting
programs such as Safe Routes to Schools and bringing the Amgen Bicycle Tour of California to Palo
Alto; and
WHEREAS, Yoriko has been a regional leader on transportation and air quality issues, serving on the
Valley Transportation Authority, initiating and chairing the Peninsula Cities Consortium on High Speed
Rail, and chairing the Climate Protection Committee of the Bay Area Air Quality Management District;
and
WHEREAS, Yoriko has been a strong proponent of Palo Alto’s natural assets such as the Baylands,
San Francisquito Creek, Foothills Park, the Arastradero Preserve and neighborhood parks; and
WHEREAS, Yoriko has been a champion of open government, civil discourse and fiscal discipline;
and
WHEREAS, Yoriko has always come to meetings well-prepared, paying great attention to detail as
well as the big picture, and offering a wealth of institutional knowledge and insight.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Palo Alto hereby
gratefully records its sincere appreciation to Yoriko Kishimoto for her meritorious service to the
residents, workforce and visitors of Palo Alto.

RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
COMMENDING THE OUTSTANDING PUBLIC SERVICE OF
JACK MORTON AS VICE MAYOR AND COUNCIL MEMBER
WHEREAS, Jack Morton was first elected to the Palo Alto City Council in 2001, and
reelected to a second term in 2005, serving a total of eight years; and
WHEREAS, Jack served as Vice Mayor in 2009, Chair of the City’s Finance Committee in
2003 and 2008, and Chair of the Council Appointed Officers Committee in 2006; and
WHEREAS, Jack has worked tirelessly to maintain the quality and richness of Palo Alto’s
cherished community services and programs, such as parks and recreation, youth and senior
services, and arts and cultural programs; and
WHEREAS, Jack was the City Council liaison to the 2009 National Senior Games, which
brought 10,000 athletes to Palo Alto and Stanford to participate in 15,000 heats, games and
matches; and
WHEREAS, Jack represented Palo Alto on the Santa Clara County Airport Land Use
Commission and helped shepherd through the Palo Alto Airport Comprehensive Land Use Plan;
and
WHEREAS, Palo Alto has benefited greatly from Jack’s accounting expertise and
commitment to fiscal responsibility; and
WHEREAS, Jack is deeply appreciated in the community for all his work on behalf of
nonprofit organizations; and
WHERAS, Jack is a passionate and outspoken advocate of the issues he cares deeply about,
speaking out, as with the Children’s Theater, when he thinks something needs to be said, but
trying always to keep an open mind and to be willing to change his position when presented with
a convincing argument; and
WHEREAS, Jack is dedicated to preserving Palo Alto as a unique city and wonderful place
to live and work.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Palo Alto hereby
gratefully records its sincere appreciation to Jack Morton for his meritorious service to the
residents, workforce and visitors to Palo Alto.
