RESOLUTION NO. 6025
RESOLUTION OF THE COUNCIL OF THE ~TY OF PALO ALTO
ADOPTING THE TERMAN SPECIFIC PLAN
WHEREAS, the City of Palo Alto is acquiring control of the Terman
Middle School Site thr:ough a lease-purchase agreement with the Palo
Alto Unified School Dis~rict1 and
WHEREAS, representatives of the community, the Palo Alto Housing
Corporation, the South Peninsula Jewish Co1111!luni ty Center, and City
staff have W""Jrked together as members of the Terman Working Group over
a year to identify uses for the Terman Middle School site1 and
WHEREAS, the proposed uses of the Terman Middle School site repre-
sent a combination of land uses that can beet be regulated by the use
of a spectf ic plan; and
WHEREAS, the City of .Palo Alto has adopted Ordinance 3326 adding
Chapter 19.06 (Specific Plans) to the Palo Alto Municipal Code estab-
lishing procedures for the City to adopt specific plans1 and
WHEREAS, a public hearing tiias noticed and held by the Planning
Commiss ' . .:>n or. Feby" uary 10, 1982 in accordance with those procedures~
and
WHEREAS, the Palo Alto Planning Conmission has reviewed th"! con-
tents of the Terman Specific Pla.n and Environmental Impact Assessment
82-BIA-8 prepared for the Terman Specific Plan and submitted its report
to the City C'Juncil with a resolution recommending that the City Coun-
cil adopt the 'l'erman Specific Plan as amended by the Planning Commis-
~ion: and
WHEREAS, the City CGun~il has reviewed the Terman Specific Plan
as amended by the Planninq Commission and Environmental Impact Assess-
ment 82-EIA-8 at a public hearing on March 22, 1982 and made certain
p~oposed changes and additions thereto1 and
!; BEREAS, the proposed changes and ao !cions were referred to the
Planning Commission for a report and a copy of that report has been
filed with the Councils
NOW, 'l'BBREFORE, the Council of the City ~f Palo Alto does RBSOf.VE
as follows:
SECTION 1. '!'hat the Terman Specific Plan is oon ,·istent with the
Palo Alto ~omprehensive Plant and
Sr'=TION 2. That the adoption of the Terman Specific Plan is in
the pu61 le Interest because of the development of affordable housing,
preservation of community open space, continuation and e:itpansion of
community recreation and ~ducational facilities, a~d protection of
adjacent residential areas from noise and other potential impacts from
the 11&e of the site r and
SECTION 3. That the Council of the City of Palo Alto finds that
the Terman Specific Plan will have no •ignif icant adverse environmental
impact1 and
SECTION 4. .1.'hat the City Council of the City of Palo Alto adopt
the Terman Specific Plan ea ~ended by the Planning Coan~ssion and the
City Council.
