RESOLUTION OF THE COUNCIL OF Tiii-ci'TY OP PALO ALTO
SUPPORTING NUCLEAR WEAPONS FREEZE
VIEWING the continuous build-up of nuclear weapons with graat
alarm;
CONCERNED that such a build-up makes nuclear war or accidental
explosion more likely;
RECOGNIZING that the Cl"rrent nuclear arsenals or the Soviet Union
and the United States provide adequate deterrenc~ against attack from
either side;
FURTHER RECOGNIZING that military installations and major husi-
nesses and industries withln and adjoining Palo Alto are likely targets
of any attack by the Soviet Union or any other hostile nation, and
within the radlus of destructive effects of a nuclear explosion;
FURTHER RECOGNIZING that the citizens of the United States, the
State of California, and the City of Palo Al tQ would suffer great
physical, economic, social and psychological harm if a n•1clear attack
were to occur;
CONVINCED that reductions in expenditures for nuclear weapons and
nuclear weapon delivery sye.tems would result in an improved economic
climate, and consequently greater security;
BELIEVING that a halt in the testing, production and deployment of
nuclear weapons and nuclear weapon delivery systems would reduce the
danger of nuclear accident or nuclear war, and would be a first step
towards disarmament1 and
CONCERNED about the morality of building weapons of mass destruc-
tior. whose intentional or accidental use could lead to the extinction
of the human species and the destruction of life on earth as it is now
known;
The City Council of Palo Alto, representing its citizens, does
hereby resolve to communicate to the Governor of the State of Cali·
fornia, the President of the United Sta~es, the Secretary of Defense,
the Secretary of State, and e~ch member of the United States Congress,
the following message:
The City Council of Palo Alto and its citizens urge the Gover~ment
of the United States to p~opose to the Government of the Soviet Onion
that both countries agree to immediately halt the testing, production,
&nd further deployment of all nuclear weapons, missiles, and delivery
systems in a way that can be checked and verified by both sides.
The City Council of Palo Alto further endorses the State of Calif-
o~nia ballot proposal calling for a halt to the testing, production,
and deployment of nuclear weapons and nuclear we~_pon delivery systems
when and if such a proposition should appear on a state electoral
ballot.
