RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
CALLING FOR A PERMANENT, MORE BALANr~o CITY-STATE
FISCAL RELATIONSHIP
WHEREAS, the need for stabi 1 i ty and predictabi 1 i ty in City-State
financial relationship is of 9reat importance; and
WHEREAS, the present system of dealing with the Cir.y-State finan-
cial relationship on an annual basis does not allow the City Council to
adequately plan for the future; and
WHEREAS , the b·..1 rd en of the •Proposition 1 3" tax cu ts has been
disproportionately borne by local government (cities, counties, ar..:i
schools), which was not the intent of the voters of California7 and
WHEREAS, one result of this extra burden has been to threaten
~ities' abilities to provide required levels of basic s~r~ices such as
police, fire, libraries, parks, end recreation1
NOW, THEREFORE,. the Council of the City of Palo Alto does RESOLVE
as follows:
SECTION 1. That the following items are needed to obtain stabil-
i~y and predictability in City-State relations:
{a) guarant~~d immunity from additional chan~es in state
subventions to cities (constitutional or statutory)7
( b) the ability to levy new local taxes if voters support
them1
(c) the ability to use general obligation bonds1 and
(d) the ability to use benefit assessments to maintain
puLlic improvements.
SECTION 2. That a larger proportion of the state tax revenues
should be allocated to the cities on a consi.stent, predicatble, and
•without conditions• basis.
SECTION 3. The Council finds that this is not a project under the
Calit'orr.1a Environmental Quality Act and, the.:efore, no environmental
impact assessment is necessary.
