RESOLtlTIOR OF THE 1:0UHCIL OF TIE CITY OP PALO ALTO
APPROVING THE USE OP 1982-83 COMMURITY DEVELOPMENT
BLOCK GRANT FUNDS
WHEREAS, on September 17, 1981, the City Council adopted a new
three-year CDBG Plan (1982-83, 1983-84 and 1984-85): and
WHEREAS, the 19132-83 Community Development Funds are proposed in
order to implement the above plans and program~ and
WHEREAS, potential uses of federal Community Development Block
Grant funds have been evaluated in light of the needs of the corronunity
and the recommendations and comments of the Citizens' Advisory Cormnit-
tee and other interested citizens; and
WHEREAS, the Finance and Public Works Cammi t tee and the City
Council have held advertised public hearings on the proposed use of
1982-83 Community Development Funds; and
WHEREAS, it is the intent of this program to give the highest
priority to activities which will benefit low/moderate income persons
and aid in the prevention or elimination of slums or blight:
NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE
as fol lows:
SECTION 1. The Council hereby adopts the use of 1982-83 Community
Development funds for the following programs:
1. Adlai Stevenson House ($18,000)
2. Fair Housing Services ( $12, 000)
3. Housing Improvement Program {$192,000)
4. Harvey House ($11,000)
5. Non-Profit Facility Rehabilitation ($20,000)
6. Tenant Landlord Information and Referral Service ($9,000)
7. Senior Home Repair ($25,000)
8. Senior Housing Counseling ($8,000)
9. Land Bank ($100,000)
10. Palo Alto Housing Corporation Contract ($59,300)
11. Rental Housing Acquisition Program ($150,000)
12. Shared Housing Project ($10,000)
13. Ventura Child Care ($5,700)
14. Enabling Program Expansion {$30,000)
15. Curb Cut and Ramp ($1,000)
16. CDBG Administration ($34,000)
SECTION 2. The Council hereby authorizes staff to submit the
appropriate application forms for 1982-83 Community Development funds,
with such money to be used as ind icataed in the adopted Community
Development Plan and Program: and hereby authorizes the Mayor, the City
Manager and other appropriate City officials to sign the application
forms wherever necessary.
SECTION 3. The Council finds that none of the provisions of this
resolution will have a significant adverse environmental impact with
the exception of one project, Enabling Program Expansion, which will
receive environmental assessment when building details are available
and no expenditure of funds for this project will be made llntil the
assessment is completed.
