RESOLUTIOH OF THE COUNCIL OP THE CITY OF PALO ALTO
AMEllDIBG UTILITY RATE SCHEDULES R-1, R-1-FA, R-2, R-3 ARD R-4
EFFECTIVE JOLY !, 1989
WHEREAS, the City Council has considered the need for an
increase in Refuse Collection Rates:
NOW, THEREFORE, the Council of the City of Palo Alto does
hereby RESOLVE as follows:
SECTION l. Pursuant to Section 12. 20. 010 of the Palo Al to
Municipal Code, Schedules R-1, R-1-FA, R-2, R-3 and R-4 of the
Palo Alto Utilities Rates and Charges are amended to read as shown
on Sheets Nos. R-1-11 R-l-FA-1, R-2-1, R-3-1, R-3-2, and R-4-1,
all dated July 1, 1989, attached hereto and incorporated herein.
SECTION 2. This Council finds that the revenue derived from
the aUthorized adjustments of said collection rates shall be used
only_ for the purposes set forth in the Palo Alto City Charter,
Article VII, Section 2, entitled .. Public Utilities Revenue•. The
adoption of this Resolution is, therefore, specifically exempted
under the Public Resources Code Section 21080(b) from the require-
ments of CEQA.

*A~ occupied dwelling unit is defined as any hOfne, apartment unit. cottage, flat,
duplex unit, having kitchen, bath, and sleeping facilities, and to which gas
or electric service is being rendered.
A $4.50 service ch&rge will be ma.de if a return call is necessa~y in order to
pick up containers previously missed by reason of locked gate. or other
reasons which prevented service.

APPLICABILITY:
This schedule applies to all refuse collection service.
TERRITORY:
Within the incorporated limits of the City of Palo Alto and on land owned or
leased by the City, located in Service Area 2.
RATES:
SERVICE AREA 2:

Minimun charge provides for the collection of refuse from two 32-gallon
containers. one collection per week. Containers must be located within
150 feet of public street or road.

SPECIAL COllDITIONS:
1. The contractor will determinP the charge for service where refuse
containers are located more than 150 feet from a public street or
road or for refuse ~TI1ch r~qu1res special handling.
2. The City Engineer will determine the charges when there is a
disagreement between the customer and contractor.
3. The rate includes a MOnthly charge of $.50 per dwelling for the
curbside collection of rubbish. The rubbish will be collected on the
same day as the collection of refuse.

APPLICABILITY:
This schedule applies to all occupied* establishments other than domestic
dwellings as required ~Y City ordinance.
TERRITORY:
RATE:

leased by the City of Palo .\lto located in Service Area 1.

The miniml.111 charge is based upon the collection of refuse from two 32-gallon
standard containers.
The snonthly charge for services not shown on the following schedule of rates
will be detennined by the contractor. In the event that the customer and
contractor cannot agr~ upon the charge, the City Engineer shall determine a
charge that he considers to be just and reasonable and the contractor. in
such event, shall provide the collection service at or below the charge
detennfned by the City Engfr.eer. The charge will be based upon the average
llftOunt of refuse collected from the establish1nent in containers of 32-gallon
capacity.

This schedule applies to COllll'lercial establishments and multi-unit apartment
dwellings using special refuse containers rented from the contractor.
TERRITORY:
Within the incorporated limits of the City of Palo Alto and on land owned or
leased by the City located in Service Area l.
RATES:
The monthly charge for services not shown on the following St;hedule of rates
wfll be determined by the contractor. -· In the event that the custaner and
. contractor cannot agree upon the charge, the City Engineer shall determine a

This schedule applies to service rendered by the contractor upon specific
request of a.n owner or tenant of premises for the collection of refuse that
could not be removed by the regular collection service because of the
quantity or quality of the refuse. Building materi1ls and dirt are excluded
from this service.

Within the incorporated limits of the City of Palo Alto and land owned or
leased by the City of Palo Alto located in Service Area 1.

Rates for the special collection of refuse in excess of five (5) cubic yards
wi 11 be es tab 1 i shed by the contractor. ·
Charges made under this schedule shall be added to the regular monthly
utilities bill of the person receiving the service and payment thereof will
be subject to Rule No. 8 and Ru1e No. 10 of the Utilities Rules and
Regulations.
