HomeMy WebLinkAboutRESO 6780.• RESOLUTION NO. 6780 RPSOLUTIO~ OF THE COUNCJL OF THE CITY OF PALO ALTO APPROVING THE USE OF THE 1989-90 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS WHEREAS, on November 17, 1988, the City Council adopted a three-year Community Development Block Grant ( "CDBG,.} Plan for calendar years 1988 through 1991; and WHEREAS, the 1989-90 federal CDBG funds are proposed in order to implement the following prograllls; and WHEREAS, potential uses of CDGB funds have been evaluated in light of the needs of the community, as identified in the three- year CDBG Plan and the recommendations and comments of the Citizens• Advisory Co~ittee and other interested citizens; and WHEREAS, the Finance and Public Works Committee and the City Council have held advertised public hearings on the proposed use of 1989-90 CDBG funds: and WHEREAS, it is the intent of this program to give the highest priority to activities which will benefit low and moderate income persons1 NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTlON 1. The use of 1989-90 CDBG funds is adopted for the following programs: l. Tenant-Landlord Information and Mediation -Palo Alto Area Information and Referral Service (PAAIRS) $ 11,700 2. Senior Housing Counseling -Senior Coordinating Council of the Palo Alto Area, Inc. (SCC} $ 10,000 3. Programs for the Homeless -Urban Ministry of Palo Alto (UMPA) $ 30,000 4. Long-Term Care Ombudsman Program - Catholic Social Services of Santa Clara County 5. Emergency Shelter for the Homeless- Emergency Sousing Consortiwi of Santa C1ara County 6. The total asount set forth in Section 1 represents the proposed allocation for 1989-90 of $550, 000 plus $25,000 in redirected funds from the 1987-88 program year. SECTION 3. City staff is authorized to submit the appropri- ate application foras .for 1989-90 C!>BG funds, with such money to be used as indicated in the adopted 1989-1991 CDBG Plan and the Mayor, City Manager and other appropriate city officials are authorized to sign the application foras wherever necessary. SECTION 4. The Council of the City of Palo Alto finds that tbis IS not a project under the California Environmental Quality Act1 and, therefore, no environmental impact assessment is necessary.
