HomeMy WebLinkAboutRESO 6771ORIGINAL RESOLUTION NO. 6771 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE 1989/90 ROBERTl-Z' BERG··HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM (PROPOSITION 99) WHEREAS, the people of the State of California have enacted the 1989/90 Roberti-Z'berg-Harris Urban Open Space and Recreation Program (Proposition 99), which p:"".'0vides funds to the State of California and its political subdivisions for acquiring and/or developing facilities for public recreational and open space purposes; and WHEREAS, the State Department of Parks and Recreat iol'l has been delegated the responsibility for administration of the pro- gram within the State, setting up necessary procedures governing application by local aqencies under the program; and WHEREASr said procedures established by the state Department of Parks and Recreati~~ require the applicant to certify by reso- lution the approval of applications before submission of said applications to the State; and WHEREAS, said applications contain assurances that the appli- cant must comply with; and WHEREAS, the applicant will enter into an agreement with the State of California for acquisition or development of the project for which it is requesting funds; and WHEREAS, the City of Palo Al to desires to apply for such grant funds to help finance Phase II of the Greer Park Project (the "Project"); NOW, THEREFORE, the Cou11cil of the City of Palo Alto does RESOLVE as follows: SECTION 1. The City Council hereby approves the filing of an appi 1cat1on for the Block Grant Program under the 1989/90 Roberti-Z'berg-Barris Urban Open Space and Recreation Program (Proposition 99} for State grant assistance for the Project. SECTION 2. The City Council hereby certifies that it under- stands the assurances and certification in the application form. SECTION 3. The City Council hereby certifies that it has or will have suflicient funds to operate and maintain the Project. 1. SECTION 4. If the Project is selected for State grant fund- ing, the City Council hereby certifies that it will provide con- struction plans and specifications to the State within one year of the appropriation of funds under this program and will commence work immediately after State approval. SECTION 5. The City Council hereby appoints the City Man- ager or his designee as agent of the City to conduct all negotia- tions, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, and so on, which may be necessa":'y for the completion of the aforemen- tioned Project. SECTION 6. The City Council finds that this project will have no significant environmenta: effect.
