HomeMy WebLinkAboutRESO 6770ORIGINAL RESOLUTION NO. 6770 RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE 1989/90 ROBERTI-Z'BERG-HARRIS URBAN OPE~ SPACE ANO RECREATION PROGRAM (PROPOSITION 70) WHEREAS, the people of the State of California have enacted the 1989/90 Roberti-Z1 ber9-Harris Urban Open Space and Recreation Program {Proposition 70), which provides funds to the State of California and its political subdivisions for acquiring and/or developing facilities for public recreational and open space purposes; and WHEREAS, the State Department of Parks and Recr~at ion has been delegated the responsibility for administration of the pro- gram within the State, setting up necessary procedures governing application by local agencies under the p1.09ram: and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by reso- 1 ution the approval of applications before submission of said applications to the State: and WHEREAS, said applications contain assurances that the appli- cant must comply with; and WHEREAS, the applicant will enter into an agreement with the State of California for acquisition or development of the project for which it is requesting funds: and WHEREAS, the City of Palo Alto desires to apply for such 1rant funds to help finance Phase II of the Greer Park Project (the •project•); NOW, THEREFORE, the Council of the City of Palo Al to does RESOLVE as follows: SECTION 1. The City Council hereby approves the filing of an application for the Block Grant Program under the 1989/90 Roberti-z 1 ber9-Harris Urban Open Space and Recreation Program (Proposition 70) for State grant assistance for the Project. SECTION 2. The City Council hereby certifies that it under- stands the assurances and certification in the application form. SECTION 3. The City Council hereby certifies that it has or will nave sufficient funds to operate and maintain the Project. 1. SECTION 4. If the Project is selected for State grant fund- ing, the City Council hereby certifies that it will provide con- struction plans and specifications to the State within one year of the appropriation of funds undrx th is pr09ram and will commence work immediately after State apr1roval. SECTION 5. The City Council hereby appoints the City Man- ager or his designee as agent of the City to conduct all negotia- tions, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, and so on, which may be necessary for the completion of the aforemen- tioned Project. SECTION 6. The City Council finds that this project will have no si9nif icant environmental effect.
