RESOLUTION NO. 6767
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
CERTIFYING ITS SUPPORT FOR CHILD CARE PROGRAMS AND
AGREEING TO ACCEPT A CHILD CARE GRANT FROM THE
STATE OF CALIFORNIA
WHEREAS, the State of California, Department of Edu cat ion,
Child Development Division, has invited cities to apply for grant
funds for the planning and coordination of activities to facili-
tate the availability of child development services: and
WBEREAS, pursuant to said invitation, the City Manager, on
behalf of the City of Palo Alto, has applied for a grant of
$25,000, a copy of which grant application, labeled Exhibit •A•,
is attached hereto and incorporated herein by reference; and
WHEREAS, as a condition to receiving such grant, the City
Council, by resoluti.on, must certify its support for child care~
and
WHEREAS, as further conditions to receiving such grant, the
City Council must agree to those requirements known as •GeneJ:al
Assurances (SOE 100A)•, set forth in Exhibit •Aw; must state its
willingness to enter into an agreement with the State of Califor-
nia for appropriate expenditure of said funds; and must agree to
provide a 25 percent matching contribution, in cash or in-kind
services;
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION 1. The City Council does hereby certify that it
supports cniid care as an essential colllllunity service.
SECTION 2.. The Council does hereby agree to accept Child
Care qrant funds from the State of California Department of Educa-
tion; does hereby state its willingness to enter into an agreement
with the State of California for acceptance and appropriate expen-
diture of said funds; does hereby aqree to those requirements
known as •Assurances (SDE 100A)• as set forth in Exhibit •A•1 and
ooes hereby agree to nrovide a 25 per~ent matching contribution in
cash or in-kind servic.~s.
SECTION 3. The City Council does hereby designate the City
Manaqer or his designeee to conduct all negotiations and to
execute all agreeaents on behalf of the City of Palo Alto as may
be necessary for the receipt and expenditure of tbe grant funds
herein approved.

The City of Palo Alto
Child care Grant Application
1-27-1989
The City of Palo Alto bas taken a leadership-position in the area
of child care in the State of California for aore than 15 years.
In 1973 Palo Alto took a pro-active, advocacy stance on the
emerging issues of child care by estilblishinq Palo Alto Co111JDunity
Child care (PACCC), a non-profit umbrella orqanization designed
to prOJ10te the developaent of_hiqh quality child care services,
increase the n'Ullber of available slotsf and adlaini$ter a fee
subsidy progra• £or incOlle eliqible parents. PACCC has
subsequently earned a state-wide reputation for excellence in its
proqram/service s~ndards.
Despite the increase in Child care services, however, demand has
continued to outstrip supply. Additionally, this growth has
increased both the scope and complexity of child care issues.
Individual parents are no longer t.he only ones concerned with or
affected by the quality and affordability of availab!e child
care. Chi1d care needs, included in a broader spectrum of
•work-taJRily• ·issues, are contemporary social, corporate and
civic concerns. The quality of family life, productivity in the
workplace, and the health and education of future generations are
all tied to scme degree to the carereceiv• by the youngest
members of our society. -
In order to further define and address these issues, The City
council comaissioned a Child care Task Force in 1986. The Task
Force members were selected.on the basis of.the expertise,
experience or perspective they could bring to the study. Their
report, presented to council in 1987, called for the creation of
{l) an on-going volunteer Child Care Task Force, (2) a Child care
coordinator position, and· (3) a Child care.Master Plan with
specific one and five year goals. The Task Force also
~ed increased consultation and netvork.inq with the
eo..unity COo~ted Child Developaent cuuncil of Santa Clora
County (•C's) for county-wide information, resource and re~erral services. · ·
A permanent volunteer Child cai• '.l'ask Force was comaissioned by council in 1987 and baa recently drafted a H,aster Plan to serve
as a blueprint ~or cretitincJ a JllOC!el child care syst&Ja. Tile City
bas entered into a service contract with 4C's and ha:s •.ade office
apace available to thu in Palo Alto. Palo Alto ill in a position
to take the lead in creating a aodel child care environaent with
the creation of the Coordinator position. The ground work bas
1-en laid for a successful effort to enlist the collaborative
aupport of varioua sectors of the business comaunity in order to
achieve the duired goal.a of the Master Plan.

The city of Palo Alto hereby applies for a qrant in the amount of
$25,ooo froa tbe State of california, Child Development Division,
in order to fund the creation of a Child Care Coordinator
position. This proposal is divided into two sections. Section I
summarizes the -.ajor job responsibilities of the position as
recomaended by the Child care Task Force and in accordance with
the goals of the Ma&1ter Plan. Section lI outlines the reportinq
structure for the position, and the possibile options for future
funding.
SECTION I -POSITION RESPONSIBILITIES:
The stated qoals of the Master Plan are 1) to increase the supply
of hi9h quality, affordable child care in "Palo Alto in order to
meet the needs of residents and employees, and 2) to foster
broadly based pUblic and private support for child care in order
to generate new revenue sources to improve the sys·.tem. The major
responsibility of the Child Care Coordinator would be to move the
comaunity toward these goals.
I. AFFORDABILITY: COORDINATION OF PDBLlC/PRIVATE INVOLVEMENT
In order to brinq additional resources into the child care arena,
the coordinator ¥ill take a leadership rol-e in establishing the
basis for a public-private partnership. Tb.is will be
accomplished by first-identifyinq all ·other efforts currrently
underway which address child care nee.els, and activley seeking
program cor.tributions frOJI the· private sect.or to support and/or
develop thea. current local efforts include, but are not limited
to the following:
A. P~lo Alto Community Child care (PACCC) -a non-profit
umbrella organization which was created and funded by
the City to proaote the dlevelopment of high quelity
child care services in Pal.o Al to. This is currently
the only child care provider under direct contract with
the City of Palo Alto.
s.. Pal.o Alto Unified School District -!be School
District, in conjunction with the PTA, is continuing to
.work on expansion of the school-age child care programs
at local scbC>ol sites.· ·
c. -Palo Alto Recreation llli!pa~t -Provides school-age
child care progn:as thrOugh the Depart:Jrent of social
·and C'4Jllimnity s.rYices.. 'ftlese -progruas are currently
COJlCiuct-4 at City cmmunity e.nters. CbJ,ldren are
.bUssed to the various prograll sites after school with
PACCC vehicles. ·
D. United way of Santa Clara Co\mty -Bas id.entif ied the
need and possible :funding for a school age child care
office.

E. 4C'• of Santa Clara County -the a9ency contracted by
the state of Califomia for child care reaource and
referral services. Palo Alto ha• recently provided
4C'a ~ith a North county Office in Palo Alto.
F. The santa Clara County Xanufacta:-inq Group -the group
is • non-prof it planning and lo~bying organization
represantinq the •jor JDa.DUfacturers in the county.
Two years aqo they identified child care as a priority
issue for the first thle. They have recently polled
aellher companies on such subjects as family-oriented
personnel policies and child care benefits, (those
currently available and those which are planned or
desired).
G~ Joint PoWers Agree:ilent -A county supported project
recently enacted to establish a county-wide,
comprehensive, integrated school-age child care system
supported hy public and private sources.
B. The City of Pale Alto -City staff are currently
explorinq ways to facilitate the establishment of new
child care centers by 1) assessinq the use o'f a
Jlitiqation fee on new or expanded comaercial or
industrial developaent as a reneue generator, and 2)
reviewi119 ways to simplify and expedite the city's
child care use perait and application process.
Surveys indicate that t.he business ca.aunity would be 1-ore
responsive to dependent cu' assistanee plans (DCAPs) i:t they
were aware of the llldte.4 costs and the significant benefits
involved. An i~omtion/educational prc.g%aa needs to be
coordinated to hei¢ten c~ity Jcnovledge regarding low
ecoDOllic bapact prog:raa options such as ~ and flexible
personnel ·policies such as job sharing, nexib1.e working hours,
job-protected child care leave, and use of sick leave for·.tamily
ill.nesa, and personal. -cille off.
II. ACCESSJ:BLB CHlLD CARE: DlFOIUIATION AJfD REFERRAL

vital. cmsponent in the child care ayst-. Paailies need to be
able to find child care close to work, home or school depending .
on the age or ..,.cial needs of the child or faaily. Because ot
deaonatrated need. in the area, CQordinated Olild care of Senta
Clara county · ( 4CS} -. recently establisbed a llOrth coun~y brimcb
office in Palo Alto~ space provided by Palo llto.co.mmity
adld care.and &UbsidisecJ by tlle City.
As the City's prbmry child care advocate, the Coordinator will
work closelF with the 4C's staff to-dtmltlop a dedicated network
of child care suppoi:tera fraa indwstry, blaili~. providers,
9overwntal. agenciea* ~ity iltirvlce ozganiutions, and -
sehools. Tbey will. work to cJevelop and ilaiirt.ain caunt~i

To incraa-the acceuibility of intoraation within the City of
Palo Alto, fte Coordinator, ln conjunction with •c., the Child
care Task Poree, and the City of Palo Alto library staff, will
work to develop a ctA1PUteri1ed data syst-with up-to-date child
care resource and referral infoZ11ation which will b9 on-line
within t.he City library systea.
Ill. .AVAJWILITY: IHCREASillO THE JltJllBER OF SPACES
The Baster Plan Five-Year Goal• call for the addition of tvo
hundred inf ant/toddler/preschool spaces to ttiose currently
available. The pro;1rm for before and after school care for
•l...ntary &chool children should also be expanded to ev-ery
elaentary school site vbere there is a deJIOnStrated need.. The
need for a recuperative care center tor recovering and ailclly ill
children baa al.a been identified. A needs assesment tor child care for children with disabilities will be accomplished as part
of the five year plan.
The successful compl•tion of these CJoals will be, to a large
extent, directly proportional to the ti.ae spent in support of
revenue generation and funding activities. As 1:he principal
coaawiity advocate for child-care, these activities VOUld be an
iJlpcrtant component of _tile coordinator position • .Additionally,
1lOre child car~ spaces· could be developed by the coordination of
recruitllent and tnaint&CJ programs for new ~aw.i.ly day care
praviders, and by fostering the expansion of new or existing

.,aaJt Force will act in an advisory capacity to the Coordinator.
They will oversee the direction of the Coordinator role and will
help select the candidate for tbe position. The tera of the
