HomeMy WebLinkAbout2000-12-18 Ordinance 4670ORDINANCE NO. 4670 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2000-01 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $300,000 TO CAPITAL IMPROVEMENT PROJECT (CIP) NUMBER 9916, FIBER TO THE HOME (FTTH) TRIAL WHEREAS, pursuant to the prOV1Slons of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 19, 2000 did adopt a budget for fiscal year 2000-01i and WHEREAS, in 1999, Council authorized staff to proceed with a Fiber to the Home (FTTH) trial, delivering Internet access services to customers in the Community Center Neighborhood, and approved an appropriation of $3BO,OOO to fund CIP project number 9916, Fiber to the Home Trial Projecti and WHEREAS, the bid proposals for the design and installation of the FTTH trial were significantly higher than the amount of available fundingi and WHEREAS, . to reduce the cost of the initial deployment, staff recommends that Council approve an additional appropriation for the City's electric engineering staff and utility crews to design and construct the projecti and WHEREAS, the additional appropriation of funds from the Electric Distribution Rate Stabilization Reserve is a one-time cost and no future year ongo~ng costs are anticipated. WHEREAS, City Council authorization is needed to amend the 2000-01 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The sum of Three Hundred Thousand Dollars ($300,000) is hereby appropriated to CIP project number 9916, and the Electric Distribution Rate Stabilization Reserve is correspondingly reduced. SECTION Distribution $2,332,000. 2. This transaction will Rate Stabilization Reserve reduce the Electric from $2,632,000 to SECTION 3. As specified in Section 2.2B.OBO(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4. A mitigated negative declaration for the City's Fiber Optic infrastructure project was approved by the Director of Planning and Conununity Environment on November 25, 1996. Any project that may be undertaken as a result of the RFP or FTTH trial will be required to adopt the mitigation measures identified in the negative declaration. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
