ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO TO
AMEND THE BUDGET AND THE TABLE OF ORGANIZATION FOR THE
PUBLIC WORKS DEPARTMENT IN THE BUDGET FOR THE FISCAL YEAR
1999 00 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $16,400
AND ADD A FULL-TIME POSITION FOR THE INFRASTRUCTURE
MANAGEMENT PLAN (IMP)
WHEREAS, pursuant to the prov~s~ons of Sect.ion 12 of Article
III of the Charter of the City of Palo Alto, the Council on June 28,
1999 did adopt a budget for fiscal year 1999-00; and
WHEREAS, in February 2000 f presented the Infrastructure
Management Plan Staffing Analysis to the Finance Committee; and
WHEREAS, on reviewing the analysis the Finance Committee
directed staff to add one new Senior Project Manager position to the
Public Works Department to begin implementation of the IMP; and
WHEREAS, the total annual salary arid benefit cost for the
position is $125 1 300j and
WHEREAS, the salary and benefits cost for the remainder of
1999-00 is $10 1 400. One-time non salary costs for this position
total $6,000. This sum of $16,400 will need to be appropriated to
the Public Works Department. There is currently $300,000 in the
General Fund Non-salary Contingent Account set aside for IMP
implementation; and
WHEREAS, this appropriation will have no impact on the General
Fund Budget Stabilization Reserve. There will be future year General
Fund costs as a result of negotiated salary increases; and
WHEREAS, City Council authorization is needed to amend the
1999-00 budget and the Table of Organization as hereinafter set
forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION]. The sum of Sixteen Thousand Four Hundred ($16 1 400)
is hereby transferred from,the General Fund Non-salary Contingent
Account to the Public Works Department, Structure and Grounds
Functional Area.
SECTION 2. This transaction will have no impact on the General
Fund Budget Stabilization Reserve.
SECTION 3. The attached Table Organization is hereby
amended to reflect changes shown in Exhibit A.
SECTION 4. As specified in Section 2.28.080(b) of the Palo
Alto Municipal Code, a majority vote of the City Council is required
to adopt this ordinance.
SECTION 5. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 6. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
