HomeMy WebLinkAbout2000-02-22 Ordinance 4616ORDINANCE NO. 4616 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1999-00 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $19,693 FOR THE JOHNSON PARK LIGHTING IMPROVEMENTS CAPITAL PROJECT NUMBER 19903 WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 28, 1999 did adopt a budget for fiscal year 1999 00; and WHEREAS, the Johnson Park Lighting Improvements Capital Improvement Proj ect 19903 was established to improve lighting I pedestrian safety and visibility at Johnson Park; and WHEREAS, the City entered into an agreement with a contractor on May 4, 1999 to design and construct the lighting project at Johnson Park; and WHEREAS, the original lighting design called for adding seven new fixtures that matched the park's existing fixtures; and WHEREAS, the contractor determined that th~ existing lighting fixtures were obsolete and could not be replaced and that in order to provide a unified appearance throughout the park, the proj~ct scope must now include the demolition of all existing fixtures, installation of eleven new fixtures, installation of poles and cement footings, and related electrical work; and WHEREAS, Review Board incorporated and while reviewing this project, the Architectural (ARB) developed· a new lighting design standard to be into this and all subsequent park lighting projects; WHEREAS, the contractor determined that the new fixtures recommended by the ARB are more than the cost of the fixtures that were originally specified and that the costs for the removal and replacement of exiting fixtures, poles, and cement footings would also be greater; and WHEREAS, there is $48,000 currently available for CIP project 19903 I and an additional appropriation of $19,693 is needed to expand the original scope of work resulting from the contractor's findings and the ARB's recommendation; and WHEREAS, the additional appropriation of funds from the General Fund Budget Stabilization Reserve is a one-time cost and no future year General Fund ongoing costs are anticipated; and WHEREAS, City Council authorization is needed to amend the 1999-00 budget as hereinafter set forth. NOW" THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION J. The sum of Nineteen Thousand Six Hundred Ninety Three Dollars ($19,693) is hereby appropriated to Capital Improvement Program Project Number 19903 and the· Budget Stabilization Reserve is correspondingly reduced. SECTION 2. This transaction will reduce the Budget Stabilization Reserve from $19,129,539 to $19,109,846. SECTION 3. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4. This project has been categorically exempt. under Section 15302 Environmental Quality Act. determined to be of the California SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
