HomeMy WebLinkAbout2000-02-14 Ordinance 4613ORDINANCE NO. 4613 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO TO AMEND THE 1999-00 MUNICIPAL FEE SCHEDULE AND THE BUDGET FOR THE FISCAL YEAR 1999-00 TO REFLECT THE ADDITION OF STATE MANDATED FEES FOR OWNERS OF UNALTERED DOGS AND CATS AND ASSOCIATED INCREASED REVENUE OF $1,750 WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 28, 1999 did adopt a budget for fiscal year 1999-00; and WHEREAS, as of January I, 2000 new state mandated fees are imposed on owners of unaltered dogs or cats that are impoundedj and WHEREAS, the fees in the Police Department Animal Services Division need to be revised to include the new state mandated feesj and WHEREAS, the Municipal Fee Schedule needs to be amended to implement these changes; and WHEREAS, the fee changes will increase the General Fund Budget Stabilization Reserve (BSR) by a net $550 in 1999-00. Future year General Fund ongoing revenue increases are estimated at $5,300 per year offset by an increase in reimbursements to partner cities, representing an estimated.net revenue increase of $1,700; and WHEREAS, a portion of the estimated new revenue in 1999-00 is attributable to activity from the partner cities (Los Altos, Los Altos Hills and Mountain View) as specified in the partner cities contract, which results in a total estimated increased reimbursement to the partner cities of $1,200; and WHEREAS, City Council authorization is needed to amend the 1999-00 Municipal Fee Schedule as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The Municipal Fee Schedule is hereby amended to reflect the changes shown in Attachment C, which is attached hereto and incorporated herein by reference. SECTION 2. The sum of One Thousand Seven Hundred and Fifty Dollars ($1,750) is hereby appropriated to revenue in the Police Department in the Animal Services Functional Area. SECTION 3. The sum of One Thousand Two Hundred Dollars ($1,200) is hereby appropriated to non-salary expenses in the Police Department in the Animal Services Functional Area for reimbursement to partner cities. SECTION 4. These transactions will increase the General Fund Budget Stabilization Reserve from $19 /155 /139 to $19 /155 /689. SECTION 5. As specified in Section 2.28.Q80(a) of the Palo Alto Municipal Code l a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 6. The Council of the City of Palo Alto hereby finds that this is not a proj ect under the California Environmental Quality Act and l therefore I no environmental impact assessment is necessary. SECTION 7. As provided in Section 2.04.350 of the Palo Alto Municipal Code I this ordinance shall become effective upon adoption.
