ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2001-02 TO
ESTABLISH CAPITAL IMPROVEMENT PROGRAM PROJECT NO. CIP
10223, MASTER SCHEMATIC DESIGN FOR EL CAMINO REAL; TO
ACCEPT GRANT FUNDS FROM CAL TRANS IN THE AMOUNT OF
$240,000 AND TO APPROPRIATE THAT AMOUNT TO CIP 10223; AND
TO TRANSFER $48,000 FROM THE EL CAMINO MEDIAN LANDSCAPE
CAPITAL PROJECT, NUMBER CIP 10113, TO CIP 10223
WHEREAS, pursuant to the provisions of Sectiori 12 of Article
III of the Charter of the City of Palo Alto, the Council on June 11,
2001 did adopt a budget for scal year 2001-02; and
WHEREAS, on November 13, 2001, Council approved a Cooperative
Agreement between the City and Cal trans allowing the City to be
reimbursed by federal and state matching funds up to $240,000; and
WHEREAS, the budget needs to be amended to create and fund a
capital improvement project for the purpose of hiring an
interdisciplinary urban design/transportation consultant team to
conduct related feasibility studies and to prepare a Master
Schematic Design Plan for the Caltrans right of way on EI Camino
Real(State Route #82); and
WHEREAS, the additional appropriation of necessary funds will
derive from grant revenue and a transfer of funds from CIP Project
10113, EI Camino Median Landscape Capital Project, which has a
remaining balance of $1,575,000; and
WHEREAS, this project may require additional ongoing future
resources, which are unknown at this time. Staff will actively seek
grant funding for any recommendations that may come out of the EI
Camino Real study; and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, City Council authorization is needed to amend the
2001-02 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION 1. Capital Improvement Project {CIP} 10223, Master
Schematic Design Plan for EI Camino Real {State Route #82} Capital
Project, Number 10223 is hereby created.
SECTION 2. The sum of Two Hundred Eighty-eight Thousand
Dollars ($288,OOO) is hereby appropriated to Capital Improvement
Project No. 10223.
SECTION 3. Revenue in CIP Project Number 10223 is increased
by the sum of Two Hundred Forty Thousand Dollars ($240,OOO) for
receipt of grant funds from Caltrans.
SECTION 4. The sum of Forty-Eight Thousand Dollars
($48, 000) is hereby transferred from Capital Improvement Proj ect
Number 10113 to the appropriation for Capital Improvement Project
Number 10223.
SECTION 5. This transaction will reduce the amount
appropriated to CIP Project 10113 from $1,575,000 to $1,527,000.
SECTION 6. The transactions above will have no impact on
the Budget Stabilization Reserve.
SECTION 7. As specified in Section 2.28.080{a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
'SECTION 8. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
