HomeMy WebLinkAbout2004-11-08 Ordinance 4852, ' ORDINANCE NO. 4852 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2004-05 TO ADD A SENIOR DEPUTY CITY ATTORNEY POSITION TO THE TABLE OF ORGANIZATION The Council of the City of Palo Alto does ordain as follows: SECTION 1. The Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 28, 2004 did adopt a budget for fiscal year 2004-05; and B. The 2004-05 adopted budget includes a table of organization describing the staffing for each department of the City including the City Attorney's Office; and C. There is a need to add a Senior Deputy City Attorney position to support increased needs of the Utilities Department; and D. This position will allow for more effective and efficient utilization of legal services and allow the City Attorney's Office to develop a more tiered structure; and E. The Utilities Department will absorb the position cost in the current year with salary savings, as a result of vacancies. In future fiscal years, costs associated with this position will be funded by the Utilities Department. Ongoing costs for fiscal year 2005-06 are estimated at $141,931; and F. The table of organization must be amended to add the additional 1.0 FTE Senior Deputy City Attorney position in the City Attorney's Office; and G. City Council authorization is needed to amend the 2004-05 budget to add a Senior Deputy City Attorney position to the table of organization as hereinafter set forth. SECTION 2. The Table of Organization is amended to add a Senior Deputy City Attorney position as shown in Exhibit A attached to and made a part of this ordinance. SECTION 3. As specified in Section 2.28.080(b) of the Palo Alto Municipal Code, a majority vote of the City Council is required to adopt this ordinance. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 5. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
