ORDINANCE NO. 4832
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2003-04 TO
ESTABLISH CAPITAL IMPROVEMENT PROGRAM PROJECT NUMBER CIP
PD-04011, CIVIC CENTER PARKING -SECURITY UPGRADEi TO
PROVIDE AN APPROPRIATION IN THE AMOUNT OF $75,000 FROM
THE UNIVERSITY AVENUE PARKING DISTRICT, THE ELECTRIC FUND
OPERATING BUDGET, AND THE POLICE DEPARTMENT COMMUNICATION
SERVICES EXISTING OPERATING BUDGET
SECTION 1. The Ci ty Counci 1 of the Ci ty of Palo Al to
finds and determines as follows:
A., Pursuant to the provisions of Section 12 of Article III of
the Charter of the City of Palo Alto, the Council on June 16, 2003
did adopt a budget for fiscal year 2003-04; and
B. Closed circuit cameras on Level A of the Civic Center
parking'structure as an added safety precaution for City employees
working in City Hall after hours, and on weekends and holidays; and
C. The City continues to be concerned with ensuring that its
facilities are secure and safe. The City has experienced increased
reports of vandalism to vehicles parked on levels Band C of the
civic center parking structure. Transients continue to be present in
the stairwells of the Civic Center facility. The City and other
local governments currently operate in an environment of heightened
security concerns due to world events.
D. In light of these facts, it is prudent to install additional
securi ty and monitoring equipment in the Civic Center facility,
including installation of additional video camera monitoring for
levels Band C elevator doorways and police department doorways to
limit access to authorized personnel during non-business hours.
E. The appropriation of funds is a one-time event and no future
year General Fund ongoing costs are anticipated; and
F. City Council authorization is needed to amend the 2003-04
budget as hereinafter set forth.
SECTION 2. Capital Improvement Project (CIP) PD-04011, Civic
Center Parking -Security Upgrade is hereby created.
SECTION 3. Revenue in CIP Project Number PD-04011 is increased
by a transfer from the University Avenue Parking District in the
amount of Forty-Five Thousand Two Hundred Sixty Dollars
($45,260)reducing the University Avenue Parking District reserve to
$633,795.
SECTION 4. Revenue in CIP Project Number PD-04011 is increased
by a transfer from the Electric Fund Operating Budget in the amount
of Twelve Thousand Two Hundred Six Do11ars($12,206).
SECTION 5. Revenue in CIP Project Number PD-04011 is increased
by a transfer from the Police Department Communication Services
existing Operating budget in the amount of Seventeen Thousand Five
Hundred Thirty-Four Do11ars($17,534).
SECTION 6. The sum of Seventy-Five Thousand Dollars ($75, 000) is
hereby appropriated to Capital Improvement Project Number PD-04011.
SECTION 7. The transactions above will have no impact on the
General Fund Budget Stabilization Reserve.
SECTION 8. As specified in Section 2.28.080(a) of the Palo Alto
Municipal Code, a two-thirds vote of the City Council is required to
adopt this ordinance.
SECTION 9. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 10. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
