HomeMy WebLinkAbout2005-12-12 Ordinance 4888 ORDINANCE NO.4888 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR FISCAL YEAR 2005-06 TO ACCEPT GRANT FUNDING FROM CITIZENS FOR PUBLIC SAFETY (COPS) IN THE AMOUNT OF $100,000 IN THE SUPPLEMENTAL LAW ENFORCEMENT SERVICES SPECIAL REVENUE FUND (SLESF) FOR PURCHASE OF MOBILE AUDIO VISUAL (MAV) SYSTEMS FOR POLICE MOTORCYCLES, UPGRADE AND PURCHASE OF A COVERT VEHICLE TRACKING SYSTEM, UPGRADE OF LIGHT BARS FOR PATROL VEHICLE, AND UPGRADE OF THE PATROL VEHICLE PROGRAM The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The City Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 20, 2005 did adopt a budget for fiscal year 2005-06; and B. In each fiscal year, Palo Alto receives a COPs fund allocation from the County Supplemental Law Enforcement Service Fund in an amount not less than $100,000 to expend on frontline municipal police services; and C. The City Council considered and approved the police department’s written recommendations for expenditure of the 2005- 06 fiscal year allocation of $100,000 in COPs funds at a public hearing on December 12, 2005; and D. The police department recommended and the council approved expending this year’s COP’s allocation on purchase of mobile audio visual systems for police motorcycles, upgrade and purchase of a covert vehicle tracking system, upgrade of light bars for patrol vehicles and upgrade of the patrol vehicle program; and E. City Council authorization is needed to amend the 2005-06 budget to recognize and appropriate the COPs fund grant to the City of Palo Alto in the amount of $100,000. SECTION 2. The sum of One Hundred Thousand Dollars ($100,000) is hereby appropriated to the Law Enforcement Services Special Revenue Fund from COPS funding. SECTION 3. Revenue in the Law Enforcement Services Special Revenue Fund is increased by One Hundred Thousand Dollars ($100,000). SECTION 4. The transactions above will have no impact on the General Fund Budget Stabilization Reserve. SECTION 5. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 6. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 7. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
