HomeMy WebLinkAbout2005-12-12 Ordinance 4887ORDINANCE NO. 4887 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2005-06 TO IMPLEMENT THE CONVERSION OF FOUR PUBLIC EMPLOYEE RETIREMENT SYSTEM (PERS)”EXEMPT” HOURLY POSITIONS O SEIU CLASSIFIED POSITIONS IN THE COMMUNITY SERVICES DEPARTMENT The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The City Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 20, 2005 did adopt a budget for fiscal year 2005-06; and B. The 2005-06 adopted budget includes a Table of Organization describing the staffing for each department of the City including the Community Services Department; and C. The Human Resources Department and the City Attorney’s Office conducted a survey and review of job details and functions for the eleven positions filled as PERS exempt; and D. Four CSD positions previously classified as “PERS” warrant conversion into classified status because these positions no longer meet the PERS exempt criteria; and E. The Community Services Department PERS exempt conversion will increase 3.0 full time equivalent staff and incur ongoing annual costs of Two Hundred Fifty Two Thousand One Hundred Eighty Six dollars($252,186) to the General Fund; and F. The Community Services Department budget for fiscal year 2005-06 and ongoing years will absorb the cost for this conversion and no additional funding is required from the budget stabilization reserve; and G. Implementation of this conversion requires amendment to the Community Services Department’s Table of Organization effective January 1, 2006, to add 2.25 FTE Program Assistant and .75 FTE Producer; and H. City Council authorization is needed to amend the 2005- 06 Table of Organization as hereinafter set forth. SECTION 2. The Table of Organization is hereby amended to implement the conversion of four PERS “EXEMPT” hourly positions to SEIU classified positions of the Community Services Department as shown in Exhibit 1, attached hereto and incorporated herein by reference. SECTION 3. As specified in Section 2.28.080(b) of the Palo Alto Municipal Code, a majority vote of the City Council is required to adopt this ordinance. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 5. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
