HomeMy WebLinkAbout2005-11-14 Ordinance 4885ORDINANCE NO.4885 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2005-06 TO PROVIDE ADDITIONAL APPROPRIATION FROM THE WATER FUND RATE STABILIZATION RESERVE OF $244,980 INTO CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT NUMBER WS-01010, RESERVOIR BOOSTER STATION IMPROVEMENTS; $71,916 INTO CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT NUMBER WS-01011, DISTRIBUTION SYSTEM WATER QUALITY ENHANCEMENTS; AND $37,825 INTO CAPITAL PROGRAM (CIP) PROJECT NUMBER WS-01012, BOOSTER STATION IMPROVEMENTS The Council of the City of Palo Alto does ordain as follows: SECTION 1. The City Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 20, 2005 did adopt a budget for fiscal year 2005-06; and B. The City Council of the City of Palo Alto did adopt in fiscal year 2000-01 CIP Project Numbers WS-01010 (Reservoir Booster Station), CIP Project Number WS-01011 (Distribution System Water Quality Enhancements) and CIP Project Number WS-01012 (Booster Station Improvement, and these projects are currently under construction in fiscal year 2005-06; and C. An engineering firm was hired to provide construction management services to these projects; and D. Significant staffing changes in the Utilities Department and unforeseen delays in equipment procurement requires additions to the consultant scope of service and extension of the construction schedule of these projects; and E. Additional appropriations from the Water Fund rate stabilization reserve of Two Hundred Forty Four Thousand Nine Hundred Eighty Dollars ($244,980) into CIP Project Number WS-01010, Reservoir Booster Station; Seventy One Thousand Nine Hundred Sixteen Dollars ($71,916) into CIP Project Number WS-01011, Distribution System Water Quality Enhancements; and Thirty Seven Thousand Eight Hundred Twenty Five Dollars ($37,825) into CIP Project Number WS-01012, Booster Station Improvements are needed to provide funds to compensate the consultant for the additional services; and F. The additional appropriation of funds is for one- time expenditures and future year ongoing costs will be included in the operating budget; and G. City Council authorization is needed to amend the 2005-06 budget as hereinafter set forth. SECTION 2. The sum of Two Hundred Forty Four Thousand Nine Hundred Eighty Dollars ($244,980) is hereby appropriated to CIP Project Number WS-01010, Reservoir Booster Station; the sum of Seventy One Thousand Nine Hundred Sixteen Dollars ($71,916) is hereby appropriated to CIP Project Number WS-01011, Distribution System Water Quality Enhancements; and the sum of Thirty Seven Thousand Eight Hundred Twenty Five Dollars ($37,825) is hereby appropriated to CIP Project Number WS-01012, Booster Station Improvements. SECTION 3. The Water Fund Rate Stabilization Reserve is hereby decreased by Three Hundred Fifty Four Thousand Seven Hundred Twenty One Dollars ($354,721) with a remaining balance of Seven Million Four Hundred Ten Thousand Two Hundred Seventy Nine Dollars ($7,410,279) as shown in Exhibit A. SECTION 4. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 5. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance will take effect upon its adoption. << << SECTION 6. The Council finds that these projects will replace existing infrastructure facilities in the same location and are exempt from review under the California Environmental Quality Act pursuant to Title 14 California Code of Regulations Section 15302.
