ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO UPDATING THE
R-1 ZONE DISTRICT REGULATIONS OF TITLE 18 [ZONING] OF THE PALO
ALTO MUNICIPAL CODE BY AMENDING SECTION 18.04.030 OF CHAPTER
18.04 [DEFINITIONS] AND TABLE 3 (SUMMARY OF GROSS FLOOR AREA FOR
LOW DENSITY RESIDENTIAL DISTRICTS) OF CHAPTER 18.12 [R-1 SINGLE-
FAMILY RESIDENCE DISTRICT REGULATIONS]
The Council of the City of Palo Alto does ORDAIN as
follows:
SECTION 1. Findings and Declarations. The City Council
finds and declares as follows:
(a) With the preference of homeowners toward garages
and maximizing the size of their home, exclusion of carports
from gross floor area would likely result in more code
enforcement actions.
(b) This excluded floor area would likely be added to
the residence resulting in a bigger house that would not have
previously been allowed.
(c) Excluded carports would be larger than one space
and a 3-carport structure of approximately 490 square feet, even
if completely open, is a significant structure.
SECTION 2. Subparagraph (iii) of subparagraph (C) of
Paragraph (65) of section 18.04.030 (Definitions) of Title 18
[Zoning] of the Palo Alto Municipal Code is hereby amended to
read as follows:
(iii) Carports and garages shall be included in gross
floor area;
SECTION 3. Subparagraph (vi) of subparagraph (D) of
Paragraph (65) of Section 18.04.030 (Definitions of Title 18
[Zoning] of the Palo Alto Municipal Code is hereby amended to
read as follows:
(vi) Porte-cocheres shall be excluded from the
calculation of gross floor area.

SECTION 4. Table 3: Summary of Gross Floor Area for Low

the Palo Alto Municipal Code is hereby amended to read as

SECTION 5. The City Council finds that the changes
effected by this ordinance are exempt from the provisions of the
California Environmental Quality Act (CEQA), per section 15061
of CEQA Guidelines, because it can be seen with certainty that
there is no possibility that the project will have a significant
effect on the environment.
SECTION 6. This ordinance shall be effective 30 days
after the date of its adoption. Notwithstanding any other
provision of this ordinance or the Palo Alto Municipal Code, all
applications submitted prior to the effective date of this
ordinance shall be subject to the PAMC Title 18 Zoning
Regulations in effect on the date the application is received by
the City.
