Ordinance of the Council of the City of Palo Alto Amending
the Budget for Fiscal Year 2012 to Accept a Donation in the
Amount of $1,900,000 from the Palo Alto Library,Foundation;
Accept $15,000 from the Pacific Library Partnership; Provide
an Appropriation in the Amount of $1,400,000 to CIP Project
Lb-ll000, Furniture and Technology for Library Projects; and
Provide an Appropriation in the Amount of $515,000 to the
Library Department in the General Fund,.
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article
III of the Charter of the City of P~lo Alto, the Council on
. June 20, 2011 did adopt a budget for fiscal year.2012; and
B. On November 4, 2008, Palo Alto voters passed Measure
N, authorizing the issuance of up to $76 million in general
obligation (GO) bonds,to fund liprary and community center
capital improvements. The proceeds from the GO bond authorized
by the. measure were used to renovate Downtown Library, and are
being used to construct a new Mitchell Park Library and
Community Center, and expand and renovate Main Library. By
state law, proceeds of a GO bond cannot be used to purchase
non-capital furniture, equipment, and fixtures for the
facilities; and
C. The Palo Alto Library Foundation (PALF), a 501c (3)
nonprofit organization has been a strong partner for the City,
with records of success in financial support of the library
sys·tem. Following the passage of Measure N, the Board of
Directors 'of PALF agreed to undertake a campaign to fund the
needed furniture and technology for the library and community
center projects; and
D. PALF collects the donations made to its fundraising
campaign and turns the proceeds over to the Ci ty . PALF
already successfully raised $275,000 to fully fund furniture
and equipment needs at Downtown Librq.ry, the first· completed
Measure N project which reopened in July 2011; and
E. The City estimates the cost of furniture, technology
and additional collection materials for the new Mitchell Park
Library/Community Center is $1,900,000; and
F. At the December 19, 2011 City Council meeting, PALF
will present the City with a gift in the amount of $1,900,000
to fully fund all required furniture and technology needs at
the new Mitchell Park Library/Community Center and the·
purchase of collection materials such as books for the
expanded library facility; and
G. The Pacific Library Partnership (PLP) holds money for
Silicon Valley Library System member libraries to use for
technology expenditures. This fund was created many years ago
with the intention that it would help offset specific
technology costs on a formula basis for the member libraries;
and
H. At the December 19, 2011 City Council meeting, PLP
will transfer $15,000 in library technology funds to the City
for a r.edesign of .the Library website; and
I. City Council authorization is needed to amend the 2012
budget as hereinafter set forth.
SECTION 2. Donation revenue from the Palo Alto Library
Foundation of One Million Nine Hundred Thousand Dollars
($1,900,000) is hereby received.
SECTION 3. The sum of One Million Four Hundred Thousand
Dollars ($1,400,000) is hereby appropriated to CIPProj ect
Number LB-11000.
SECTION 4. The sum of Five Hundred Thousand Dollars
($500,000) is hereby appropriated to the Library Department in
the General Fund.
SECTION 5. Donation revenue from the Pacific Library
Partnership of Fifteen Thousand Dollars ($15,000) is-hereby
received.
SECTION 6. The sum of Fifteen Thousand Dollars ($15,000)
is hereby appropriated to the Library Department in the
General Fund.
SECTION 4. The transactions above wi~l have no impact on
the Capital Project Fund Infrastructure Reserve balance or ort
the General Fund Budget Stabilization Reserve balance.
SECTION 7. As specified in Section 2.28.080 (a) of the
Palo Al to Municipal Code, a two-thirds vote of the City
Council is required to adopt this ordinance.
SECTION 8. As provided in Section 2.04.330 of the Palo
Alto Municipal Code, this ordinance shall become effective
upon adoption.
