ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING
THE BUDGET FOR FISCAL YEAR 2007 08 TO AUTHORIZE THE
APPROPRIATION OF FUNDS FROM THE BUDGET STABILIZATION
RESERVE IN THE AMOUNT OF $100,000 TO COMPLETE COST-BENEFIT
ANALYSIS AND ENCOURAGE PUBLIC PARTICIPATION IN THE CLIMATE
PROTECTION PLAN'S PROPOSED ACTIONS
The Council of the City of Palo Alto does ORDAIN as
follows:
SECTION 1. The Council of the City of Palo Alto finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article III
of the Charter of the CIty of~Palo AltO; the Co-uncil on June II,
2007 did adopt a budget for fiscal year 2007-08; and
B. On April 23, 2007, the City Council directed staff to
prepare the City of Palo Alto Climate Protection Plan (CPP); and
C. To implement the CPP, appropriation of $100,000 is
needed to cover the cost of the following activities: a) expand
the cost-benefit analysis of short~, medium-, and long-term
actions and prioritize those that will provide maximum emissions
reduction potential at a minimal cost and report back to Council
by June 2008, and b) begin the public engagement process to gain
public acceptance of, and participation in, the CPP; and
D. The CPP identifies a number of actions that may be
undertaken by the City immediately, a second group of actions
that require additional cost-benefit analysisl and a third group
community I as well as additional study. The CPP recommends that
an education and motivation program be established for the City
and the community along with a new community engagement process;
and
E. There is no existing appropriation to cover the costs
of the services mentioned above; and
F. City Council authorization is

SECTION 2. The sum of One Hundred Thousand Dollars
($100,000) is hereby transferred from the Budget Stabilization
Reserve to the City Manager1s Budget.

SECTION 3. The Budget Stabilization Reserve is hereby
reduced by the sum of One Hundred Thousand Dollars ($100,000) to
Twenty-Three Million Ninety-Eight Thousand Eighty-Two Dollars
($23,098,082) as shown in Exhibit A.
SECTION 4. The Council of the City of Palo Alto hereby
finds that this appropriation does not meet the definition of a
project pursuant to Section 21065 of the California
Environmental Quality Act and, therefore, no environmental
impact assessment is necessary.
SECTION 5. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.

Alto Municipal Code, this ordinance shall become fective upon
adoption.
