ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2011 TO PROVIDE
AN ADDITIONAL APPROPRIATION OF $585,517 TO CAPITAL
IMPROVEMENT PROGRAM (CIP) PROJECT SD-11101, CHANNING
AVENUE/LINCOLN AVENUE STORM DRAIN IMPROVEMENTS PROJECT
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds
and determines as follows:
A. Pursuant to the provisions of Section 12 of Article III of
the Charter of the City of Palo Alto, the Co~ncil on June 28, 2010
did aqopt a budget for fiscal year 2011; and
B. In fiscal year 2010, the City Council appropriated an
initial amount of $820,000 for CIP Project SD-11101(Project) to
cover the costs of the construction. In fiscal year 2011, Council
increased the appropriation by another $895,000 bringing total
appropriation to $1,715,000; and
C. Phase 1 of this proj ect, which will provide drainage'
improvements along Channing Avenue between Newell Road and Lincoln
Avenue, was put out to bid. The low bid is higher than the amount
appropriated, and an additional funding of $585,517 is needed to
award the bid of the Project; and
D. The work to be performed in this Project is the replacement
of an aging and undersized 24-inch storm drain pipe with a 5-foot
wide by 4-foot high storm drain box cu'lvert. The large physical
dimensions of the proposed box culvert will preclude the Gas
utili ty from providing gas service to the residents along the
south side of Channing Avenue from the existing gas main and will
require the relocation of some underground electric, phone, and
cable television lines. Prior to the start of storm drain
construction, Utilities Department field crews will install a new
gas main between the box culvert and the curb line and new gas
services to the affected customers, and the other impacted
underground facilities will be relocated. The Storm Drainage Fund
will reimburse the Utili ties Department for the cost of the
preparatory relocation work; and
E. Included in the contract is the cost of the concrete curb
and gutter, wheel chair ramp, and driveway work that was
advertised for bids as Add Alternate Bid items. 7 This work is
beyond the basic scope of the storm drainage project, but was
included in the bid package because completion of this work will
