ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2012 TO
PROVIDE AN ADDITIONAL APPROPRIATION OF $955,320 TO
CAPITAL IMPROVEMENT PROGRAM PROJECT NUMBER WQ-80021
PLANT EQUIPMENT REPLACEMENT
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds and
determines as follows:
A. Pursuant to the prOVlSlons of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on
June 20, 2011 did adopt a budget for fiscal year 2012i and
B. In fiscal year 2012, the Council did not adopt a
budget for CIP Project WQ-80021, Plant Equipment Replacement,
within the Wastewater Treatment Fundi and
C. Included in CIP Project WQ-80021 is the project at the
Regional Water Quality Control Plant for power monitoring and
standby generators replacement which involves replacing two
portable and two stationary generators with four stationary
standby generators, installing four stationary resistive load
banks, and installing power monitoring instrumentation and
softwarei and
D. Bids were received from four qualified vendors and
California Plus Engineering, Inc. was declared the lowest
responsible bidder with a bid of $2,330,000. An additional
amount of $233,000 is needed to cover contingency on possible
change ordersi and
E. The existing appropriation balance of CIP Project WQ-
80021 includes amounts carried forward from the prior fiscal
year and is not sufficient to cover the costs of the contract
with California Plus Engineering, Inc. An additional
appropriation of $955,320 is neededi and
F. Funding of $810,000 from CIP Project WQ-80022, System
Flow Meter, will be transferred to CIP Project WQ-80021, Plant
Equipment Replacement. The Vehicle Replacement Fund will
transfer $145,320 to the Wastewater Treatment Fund for CIP
Project WQ-80021.

G. City Council authorization is needed to amend the 2012
budget as hereinafter set forth.
SECTION 2. The sum of Eight Hundred Ten Thousand Dollars
($810,000) is hereby transferred from CIP Project WQ-80022,
System Flow Meter, to CIP Project WQ-80021, Plant Equipment
Replacement.
SECTION 3. The sum of One Hundred Forty-Five Thousand
Three Hundred Twenty Dollars ($145,320) is hereby transferred
from the Vehicle Replacement Fund to the Wastewater Treatment
Fund for CIP Project WQ-80021, Plant Equipment Replacement.
SECTION 4. The sum of Nine Hundred Fifty-Five Thousand
Three Hundred Twenty Dollars ($955,320) is hereby appropriated
to CIP Project WQ-80021, Plant Equipment Replacement.
SECTION 5. The Vehicle Replacement Fund Reserve is hereby
reduced by One Hundred Forty-Five Thousand Three Hundred
Twenty Dollars ($145,320) to Six Million Four Hundred Twenty-
Nine Thousand Thirty-Three Dollars ($6,429,033).
SECTION 6. As specified in Section 2.28.080(a) of the
Palo Alto Municipal Code, a two-thirds vote of the City
Council is required to adopt this ordinance.
