ORDINANCE NO. 4961 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING AND ADOPTING PLANS FOR IMPROVEMENTS TO DON JESUS RAMOS PARK The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Findings. The City Council finds and declares that: (a) Article VIII of the Charter of the City of Palo Alto and Section 22.08.005 of the Palo Alto Municipal Code require that, before any substantial building, construction, reconstruction or development is commenced or approved, upon or with respect to any land held by the City for park purposes, the Council shall first cause to be prepared and by ordinance approve and adopt a plan therefor. ~~~~~~-;:-c:--~=-~;-----.----,:::------=-----;------;-------,-~~~~--;---~-.---------------~----(b) Don Jesus Ramos Park is dedicated to park purposes. (c) The park's amenities, including the asphalt walking paths, basketball court, picnic tables, barbeques and benches, children's play area surface and turf meadow have not been upgraded since the mid-1970s and need replacement. (d) The City intends to authorize certain replacement and improvement projects within Don Jesus Ramos Park as shown on the Don Jesus Ramos Park Improvement Plan and D<;m Jesus Ramos Park Layout and Paving Plan (collectively "Plans") attached as Exhibits "A-I" and "A-2" including, without limitation, the following: (1) Removal and replacement of all paved park pathways and plaza surfaces. (2) Removal and replacement of the safety surface of the children's play area. ===========±-".@JRemoval-and-r-eplacement-oull-benches,--picnic-tables,-har-hecues-:-and trash receptacles. (4) Re-striping of the basketball court. (5) Replacement of the irrigation system. (6) Replacement of the drinking fountain. (7) Replacement of the park sign. (e) The project improvements will avoid protected trees and other sensItIve resources and all existing park uses will be restored following project construction. In addition, inconvenience to the' public caused by aging equipment and paved surfaces will be eliminated. 1 070730 syn 6050183 Accordingly, the improvements described above and as more specifically described on the Plans attached hereto as Exhibits "A-I" and "A-2" are consistent with park and conservation purposes. (f) The Council desires to approve the projects described above and as more specifically described on the Plans attached hereto as Exhibits "A-I" and "A-2". SECTION 2. The Council hereby approves the Plan for replacement and construction of improvements in Don Jesus Ramos Park and hereby adopts the Plans attached hereto as Exhibits "A-I" and "A-2" as part of the official plan for the construction of improvements in Don Jesus Ramos Park. SECTION 3. Di 2 070730 syn 6050183 EXHIBIT A-I DON JESUS RAMOS PARK IMPROVEMENT PLAN Introduction Don Jesus Ramos Park is located at 820 East Meadow Drive in Palo Alto. Originally constructed in1957, it was expanded from 3 acres to its current size of 4.4 acres in the mid 1970's with the closure of the adjacent Ortega Elementary School. Park amenities include a large turf meadow that can be used for organized youth sports, asphalt walking paths, a basketball court, picnic tables, barbecues and benches, a children's play area and peripheral landscaping. Infrastructure within the park was last upgraded in the 1970's when the park was expanded, and much of it is again in need of replacement or renovation at the present time . . .ertluosed eark Rerun~atinnActivities Proposed improvement-s-ro-Ramos Parkinclude~. -------------------- • removal and replacement of all paved pathways and park plaza surfaces; • removal and replacement of the children's play area safety surface; • removal and replacement of all benches, picnic tables, barbecues and trash receptacles; • re-striping of the basketball court; • replacement of the park irrigation system, and • removal and replacement of a new drinking fountain and park sign. Little if any change to the proposed layout of pathways, plazas and site amenities is anticipated compared to current conditions. The project improvements will avoid protected trees and other sensitive resources. Construction Schedule -Construction activity -to implement the proposed improvement project is expected to last approximately gO aays, from July 2007 tl1rougn September 2007. eonstruction would likely occur during weekdays from 8:00 a.m. to 5:00 p.m. Anticipated Results The anticipated benefits to be realized from the project include safer pathways and seating plazas, more comfortable and accessible picnic tables and benches, and a more efficient irrigation system.
