Ordinance of the Council of the City of Palo Alto
amending the Budget for the Fiscal Year 2012 to
provide an additional appropriation of $825,000 to
Capital Improvement Program project number EL-
11015, Reconductor 60kv Overhead Transmission
System
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on
June 20, 2011 did adopt a budget for fiscal year 2012; and
B. In fiscal year 2011, the Council did adopt a budget
for CIP Project EL-11015, Reconductor 60kV Overhead
Transmission System, with an initial appropriation of $450,000
for the first phase of the project. An additional
appropriation of $700,000 was approved in fiscal year 2012 for
the second phase of the project; and
C. CIP Project EL-11015 will replace certain areas of the
existing electric transmission system to· afford a greater
electric-current-carrying capacity and to mitigate an existing
emergency capacity deficiency.
D. The phasing of the original proj ect scope is now
modified. Phase 1 will now reconductor the Park Boulevard
Substation to Encina Avenue. Phase 2 will reconductor Encina
Avenue to Quarry Substation and the former Alma Substation
site to Quarry Substation. These modifications are made to
accommodate the reconfiguration that will be needed for a
potential development adjacent to El Camino Park. The project
scope is also changed to increase the size of the 60kV
transmission conductor to accommodate the potential future
230kV transmission line extension to SLAC; and
E. Additional funding of $825,000 is now required for CIP
Project EL-11015 due to both t~e modified project scope and
higher than expected construction costs.
F. City Council authorization is needed to amend the 2012
budget as hereinafter set forth.
