Ordinance of the Council of the City of Palo Alto Amending the
Budget for Fiscal Year 2012 to Provide an Additional
Appropriation of $200,000 to Establish the Utilities Emerging
Technology Demonstration Program
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Al to finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article III of the
Charter of the City of Palo Alto, the Council on June 20, 2011
did adopt a budget for fiscal year 2012; and
B. The objective of the Utilities Emerging Technology
Demonstration Prpgram (Program) is to promote the testing,
evaluation and deployment of new technologies or application of
existing technology in innovative applications that could be used
in a variety of areas related to the provision of utility
service, and for the benefit of City of Palo Al to Utili ties
(CPAU) customers; and
C. Both the Policy and Services Committee and the Utili ties
Advisory Commission voted unanimously to recommend that the City
Council adopt a budget amendment ordinance to establish the
Program; and
D. Funding of $125,000 from the Electric Distribution Rate
Stabilization Reserve, $50,000 from the Gas Distribution Rate
Stabilization Reserve, and $25,000 from the Water Rate
Stabilization Reserve will be used to establish the Program
budget. These funds will be used to engage a consultant to work
wi th CPAU staff and evaluate the performance of technologies
tested, and to assist in the initial development of the Program;
and
E. City Council authorization is needed to amend the 2012 budget
as hereinafter set forth.
SECTION 2. The sum of One Hundred Twenty-Five Thousand Dollars
($125,000) is hereby appropriated to establish the Utilities
Emerging Technology Demonstration Program in the Electric Fund.
SECTION 3. The Electric Distribution Rate Stabilization Reserve
is hereby reduced by One Hundred Twenty-Five Thousand Dollars
($125,000) to Nine Million Four Hundred Ninety-Two Thousand Six
Hundred Sixty-Nine Dollars ($9,492,669).
SECTION 4. The sum of Fifty Thousand Dollars ($50,000) is hereby
appropriated to establish the Utilities Emerging Technology
Demonstration Program in the Gas Fund.
