HomeMy WebLinkAbout2007-04-16 Ordinance 4943ORDINANCE NO.4943 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR FISCAL YEAR 2006-07 TO ESTABLISH CAPITAL IMPROVEMENT PROGRAM PROJECT NPMBER PL-07002, EL CAMINO REAL/STANFORD AVENUE STREETS CAPE AND INTERSECTION IMPROVEMENT PROJECT AND TO PROVIDE AN APPROPRIATION IN THE AMOUNT OF $155,000 The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The City Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 12, 2006 did adopt a budget for fiscal year 2006-07; and B. In fiscal year 2002-03, the City of Palo Alto (City) and Caltrans Sacramento Headquarters Office (Caltrans) jointly participated in a planning study of Route 82, El Camino Real in the City. Among the goals of the study was to change the character of El Camino Real from a highway designed for motor vehicle mobility to a multi~urban thoroughfare that maintains mobility and improves safety for transit, trucks, autos, pedestrians and bicyclists; and C. A demonstration project to implement the first phase of the study was proposed at two locations, one of the locations includes El Camino Real/Stanford Avenue intersection (Project) i and D. Funding to implement the Project was not available since the completion of the study. In May 2006, the Santa Clara Valley Transportation Authority Community Design and Transportation (CDT) , through a competitive selection process, awarded a grant of $1,334,400 for design and construction of Project. The grant requires 20% local match; and E. Funds are available from the following sources to pay for the cost of Project; and Funding Source Design Construction Total Phase Phase Santa Clara Vall. CDT requires that grant funds must be obligated and approved by Cal trans by not later than May 2008. The Ci ty needs to move expeditiously on the project to meet the deadline. The design phase of this project is planned to be initiated upon approval by City Council in fiscal year 2006-07 and the construction phase is planned for fiscal year 2008-09; and G. City Council authorization is needed to amend the 2006-07 budget as hereinafter set forth. SECTION 2. Capital Improvement Program (CIP) Project Number PL-07002, El Camino Real/Stanford Avenue Streetscape and Intersection Improvement is hereby created. SECTION 3. The sum of One Hundred Fifty Five Thousand Dollars ($155,000) is hereby appropriated to CIP Project Number PL-07002. SECTION 4. Grant revenue from the Santa Clara Valley Transportation Authority Community Design and Transportation (CDT) Program of One Million Three Hundred Thirty Four Thousand Four Hundred Dollars ($1,334/400) is hereby received and, is appropriated for CIP project Number PL-07002. SECTION 5. Revenue in CIP Project Number PL-07002 is hereby increased by a transfer of salaries budget from the Planning and Community Department in the amount of Thirteen Thousand One Hundred Seventy Five Dollars ($13,175). SECTION 6. The transactions above will have no impact on the General Fund Budget Stabilization Reserve. SECTION 7. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 8. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act, budget ordinance. SECTION 9. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
