HomeMy WebLinkAbout2013-02-11 Ordinance 5185ORDINANCE NO.5185 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2013 TO PROVIDE AN APPROPRIATION OF $ 67 ,000 TO CAPITAL IMPROVEMENT PROGRAM PROJECT NUMBER PE-I0002, VENTURA COMMUNITY CENTER AND PARK The Council of the City of Palo Alto does ordain as follows: SECTION 1. The Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 18, 2012 did adopt a budget for fiscal year 2013; and B. In fiscal years 2010, 2011, and 2012, the Council appropriated $360,000 for CIP Project PE-10002, Ventura Community Center and Park, to renovate the playground, picnic area, athlet~c field, and irrigation system at the Ventura Community Center; and C. pn November 6, 2012, a notice inviting formal bids. for the Ventura Community Center Park Renovation Project was issued. Bids were received from two qualified contractors, and Naturescapes was declared the lowest responsible bidder with a bid of $389,525 plus a 10 percent contingency of $38,953 for unforeseen work which may develop during the project~ The bid includes costs of $17,038 for site furnishings which will be covered by CIP Proj ect PG-06003 Benches, Signage, Fencing, Walkways, and Landscaping; and D. Miscellaneous costs of $2,488 are anticipated for printing, testing, and inspection; and . E. The current available balance for CIP Proj ect PE- 10002 is $346,928. An additional appropriation of $67,000 is ne~ded to complete tpe full scope of the project; and G. City Council authorization is needed to amend the 2013 budget as hereinafter set forth. SECTION 2. The sum of Sixty-Seven ($67,000) is hereby appropriated to CIP Ventura Community Center and Park. Thousand Dollars Project PE-10002, SECTION 3 . Sixty-Seven Thousand Dollars ($67,000) is hereby transferred from the Capital Fund Infrastructure Reserve, leaving a balance of $12,740,013. SECTION 4. As specified in Section 2~. 28.080 (a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 5. As provided in Section 2.04.330 tif the Palo Alto Municipal Code, this ordinance shall become effective upon adoption. SECTION 6. The resurfacing project is categorically exempt from the California Environmental Quality Act (CEQA) under Section 15301c of the CEQA Guidelines as repair, maintenance and/or minor alteration of the existing facilities and no further environmental review is necessary.
