Ordinance of the Council of the City of Palo Alto Amending the
Zoning Map of the City of Palo Alto to Change the Zone
Designation for Approximately 0.6 Acre at 423-451 Page Mill
Road, from Single-Family Residential (R-1) to Service Commercial,
with Site and Design Review Combining District (CS)(D).
RECITALS
The Council of the City of Palo Alto does ORDAIN as follows:
SECTION 1. The City Council finds as follows:
A. The Planning and Transportation Commission, after duly noticed public hearings
on August 29, 2012, and on October 3, 2012, has recommended that the City Council rezone
approximately 0.60 acre of land at 423-451 Page Mill Road from "R-1 Single-Family Residential"
to "CS Service Commercial".
B. The Planning and Transportation Commission has reviewed the facts presented at
the public hearing, including public testimony, as well as reports and recommendations from
the director of planning and community environment or other appropriate City staff.
C. The Planning and Transportation Commission find that rezoning the parcel to Service
Commercial (CS) zoning is in accord with the Palo Alto Comprehensive Plan, in that the
Comprehensive Plan Policy L-31 encourages the Cal Ventura area to be developed as a well-
designed mixed use area.
D. The Council held a duly noticed public hearing on the matter on December 3,
2012, and has reviewed the environmental documents prepared for the project and all other
relevant information, including staff reports, and all testimony, written and oral, presented on
the matter. City Council approved the Comprehensive Plan Amendment by Resolution No.
9306, and added the D combining district to the CS Zone district rezoning requested by the
applicant.
SECTION 2. The Council finds that the public interest, health and welfare would be
furthered by an amendment to the Zoning Map of the City of Palo Alto as set forth in Section 3.
SECTION 3. The Council hereby amends the Zoning Map ofthe City of Palo Alto to place
423-451 Page Mill Road, 0.6 acre of land, within the "CS Service Commercial Zone District with
Site and Design (D) Review Combining District".

SECTION 4. The Council hereby finds that this rezoning is subject to environmental
review under provisions ofthe California Environmental Quality Act (CEQA). An environmental
impact assessment and Negative Declaration were prepared and approved for the project and it
has been determined that, no potentially adverse impacts would result from the rezoning of the
property; therefore, the project would have no significant impact on the environment.
SECTION 5. This ordinance shall be effective upon the thirty-first day after its passage
and adoption.
