HomeMy WebLinkAbout2014-12-01 Ordinance 5287Ordinance No. 5287 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 2015 IN THE CAPITAL IMPROVEMENT FUND, INCREASING THE RINCONADA PARK MASTER PLAN AND DESIGN PROJECT (PE-12003) IN THE AMOUNT OF $109,817, OFFSET BY A REDUCTION TO THE INFRASTRUCTURE RESERVE. The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article Ill of the Charter of the City of Palo Alto, the Council on June 16, 2014 did adopt a budget for Fiscal Year 2015; and B. In Fiscal Vear 2012, the City Council appropriated $150,000 for the Rinconada Park Master Plan and Design Project (PE-12003), to develop a Master Plan that would guide development in the Park for the next 25 years; and C. On July 18, 2014, a notice inviting formal bids for the Environmental Review work for the Rinconada Park Master Plan and Design Project was issued. Bids were received from two qualified contractors, and David J. Powers was declared the lowest responsible bidder with a bid of $103,390 plus a 10 percent contingency of $10,339 for unforeseen work which may develop during the project; and D. The current available balance for the Rinconada Park Master Plan and Design Project (PE-12003) is $3,912. An additional appropriation of $109,817 from the Infrastructure Reserve is needed to complete the full scope of the project. SECTION 2. The sum of One Hundred Nine Thousand Eight Hundred and Seventeen Dollars ($109,817) is hereby appropriated to the Rinconada Park Master Plan and Design Project (PE-12003) in the Capital Improvement Fund and is offset by a reduction to the Infrastructure Reserve in a commensurate amount. SECTION 3. As provided in Section 2.04.330 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary.
