ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 2007-08 TO
PROVIDE AN ADDITIONAL APPROPRIATION OF $83'1, 600 TO
CAPITAL IMPROVEMENT PROGRAM {CIP} WQ-80021, PLANT
EQUIPMENT REPLACEMENT, FOR THE REGIONAL WATER QUALITY
CONTROL PLANT
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds
and determines as follows:

B. In fiscal year 2007-08, the Council did adopt a budget for
CIP Project WQ-80021, Plant Equipment Replacement, with an initial
appropriation of $900,000; and
C. In October 1, 2007 the Council added an appropriation of
$414,700 to this project for the replacement of the mechanism for
Secondary Clarifier No. 2 at the Regional Water Quality Control
plant due to an unexpected and irreparable failure; and
D. The initial appropriation of $900,000 did not include the
scope to install chemical storage tanks, pumps, p~p~ng, and
controls that will be used for final effluent disinfection and
dechlorination, belt lter press odor control, and biological
growth cont'rol; and

$831,600 is required to fund the additional scope of the project;
and
F. The total additional appropriation of $831,600 for this
project will be funded by the Emergency Plant Replacement Reserve
in the Wastewater Treatment Fund; and
G. City Council authorization is needed to amend the 2007-08
budget to make available the funds required for the project.
SECTION 2. The Emergency Plant Replacement' Reserve in the
Wastewater Treatment Fund is hereby reduced by Eight Hundred
Thirty One Thousand Six Hundred Dollars ($S31,600) to One Million
Three Hundred Thirty Seven Thousand Ninety Four Dollars
($1,337,094) .
SECTION 3. Revenue in CIP Project WQ-S0021 is hereby increased
by a transfer from the Emergency Plant Replacement Reserve in the
Wastewater Treatment Fund in the amount of Eight Hundred Thirty
One Thousand Six Hundred Dollars ($S31,600).
SECTION 4. The sum of Eight Hundred Thirty One Thousand Six
Hundred Dollars ($S31,600) is hereby appropriated to CIP Project
WQ-S0021, Plant Equipment Replacement.
SECTION 5. As specified in Section 2.2S.0S0(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.

SECTION 7. The Council of the City of Palo Alto hereby finds
that this project is exempt from the provisions of the California
Environmental Quali ty Act pursuant to CEQA Guidelines Section
15301 1 and therefore, no environmental impact assessment is
necessary.
