Ordinance of the Council of the City of Palo Alto Approving
and Adopting a Plan for Improvement to the Junior Museum
and Zoo Bobcat Ridge Exhibit
The Council of the City of Palo Alto does ORDAIN as follows:
SECTION 1. Findings. The City Council finds and declares that:
(a) Article VIII of the Charter of the City of Palo Alto and Section 22.08.005 of
the Palo Alto Municipal Code require that, before any substantial building, construction,
reconstruction or development is commenced or approved, upon or with respect to any land held
by the City for park purposes, the Council shall first cause to be prepared and by ordinance
approve and adopt a plan therefor.
(b) The Zoo at the Palo Alto Junior Museum and Zoo is located within the
boundaries of Rinconada Park, which is dedicated to park purposes.
(c) The City intends to authorize the construction of the Bobcat Ridge Exhibit
project, which will result in the replacement of an animal enclosure within the Zoo, as shown on
the Bobcat Ridge Plan (the "Plan"), attached as Exhibit "A"; the replacement of existing
pavement within the Zoo; and the replacement and extension of the fencing surrounding the Zoo.

(l) . Excavation of soil necessary to install drainage systems, remove
irrigation pipes and prepare the site for the construction and
installation of curbs, pathways and structure equipment.
(2) Clearing of vegetation and trimming of existing shrubs and trees in
accordance with City policies and as necessary to provide equipment
access for construction.
(3) Adjustment and restoration of existing planting and irrigation to
accommodate the proposed improvement.
(4) Demolition of a significant portion of the exiting wood, wire, and
concrete masonry block aviary, asphalt pathways, and perimeter
fence.
(5) Construction of animal enclosures, pathways and retaining structures
in accordance with the Plan.
(6) Installation of site amenities, including the pathways, fencing,
benches, shade arbors, and landscaping in accordance with the Plan.

(7) Demolition of existing pavement, re-grading and re-paving of the Zoo
pathways.
(8) Demolition of existing fence surrounding the Zoo, and construction of
new fencing.
(d) The improvements at the Zoo will be limited to the construction of Bobcat
Ridge Exhibit within the southeasterly quadrant or area of the Zoo, the re-paving of the
pathways, and the erection of new fencing at the Zoo.
( e) The proj ect improvements will avoid protected trees and other -sensi ti ve
resources. In addition, existing park uses will be restored following the completion of project
construction.
(f) The project described above and as more specifically described in the Plan, is
consistent with park and conservation purposes.
(g) The Council desires to approve the project described above and as more
specifically described in the Plan.
SECTION 2. The Council hereby approves the Plan for the construction of the
Bobcat Ridge Exhibit, and it hereby adopts the Plan as a part of the official plan for the
construction of Bobcat Ridge in the Zoo.
SECTION 3. The Council finds that the project to construct the Bobcat Ridge
Exhibit is categorically exempt from review under the California Environmental Quality Act
(CEQA).
