ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR FISCAL YEAR 2014 TO
INCREASE REVENUE ESTIMATES FOR CITIZEN OPTIONS
FOR PUBLIC SAFETY (COPS) FUNDS FROM THE STATE OF
CALIFORNIA IN THE SUPPLEMENTAL LAW ENFORCEMENT
SERVICES (SLES) SPECIAL REVENUE FUND BY $105,890
WITH A CORRESPONDING INCREASE TO THE FACILITIES
AND EQUIPMENT ALLOCATION OF $105,890 IN THE SLES
FUND.
The Council of the City of Palo Alto does ordain as follows:
SECTION 1. The Council of the City of Palo Alto finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article III
of the Charter of the City of Palo Alto, the Council on June 10,
2013 did adopt a budget for fiscal year 2014; and
B. The City of Palo Alto received official notice from the
California Department of Finance in January 2014 that the City's
COPS allocation for Fiscal Year 2014 is $105,890. Under the
provisions of Government Code Section 30061, a percentage of the
funds are allocated to counties and cities, based upon
population, for law enforcement services; and
C. COPS funding is intended to fill the need for additional
resources at the local level to ensure public safety. Funds must
supplement existing services and cannot be used to supplant any
existing funds; and
D. The Police Department's spending plan for the FY 2014
SLES Funds include the purchase of ETGI Wireless Remote Audio
Perimeter Sharing (WRAPS) System, Active Shooter /Rapid Response
Vests, Temporary Evidence Storage Lockers, Warranties and
Accessories for prior-approved Electronic Control Device
replacements, Handheld Electronic Citation System, and GPS
Trackers; and
E. City Council authorization is needed to amend the 2014
budget as hereinafter set forth.
SECTION 2. The revenue estimate from the State of
California in the amount of One-Hundred Five Thousand Eight
Hundred Ninety ($105,890) is hereby increased in the
Supplemental Law Enforcement Services (SLES) Special Revenue
Fund and the Facilities and Equipment Allocation in the SLES
Fund is correspondingly increased.
SECTION 3. The Facilities and Equipment Allocation in the
Supplemental Law Enforcement Services Special Revenue Fund is
hereby increased by One-Hundred Five Thousand Eight Hundred
Ninety ($105,890).
SECTION 4. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5. As provided in Section 2.04.330 of the Palo Alto
Municipal Code, this ordinance shall become effective upon
adoption.
SECTION 6. The actions taken in this ordinance do not
constitute a project requiring environmental review under the
California Environmental Quality Act (CEQA) .
