HomeMy WebLinkAbout2015-04-13 Ordinance 5319DocuSign Envelope ID: BEFAFBFD-BE82-4696-9690-569E29C882BB Ordinance No. 5319 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR FISCAL YEAR 2015 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $72,043 FROM THE BUDGET STABILIZATION RESERVE IN AMOUNTS SET FORTH HEREIN TO FUND 239 DOWNTOWN RESIDENTIAL PARKING PERMIT PROGRAM ($43,813) AND THE .PLANNING AND COMMUNITY ENVIRONMENT DEPARTMENT ($28,230) TO CREATE A NEW PUBLIC PARKING WEBSITE AND DEVELOP AN ONLINE PERMIT SALES PORTAL FOR THE DOWNTOWN RESIDENTIAL PREFERRED PARKING (RPP) DISTRICT The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The Council of the City of Palo Alto finds and determines as follows: A. Pursuant to the provisions of Section 12 of Article Ill of the Charter of the City of Palo Alto, the Council on June 16, 2014 did adopt a budget for Fiscal Year 2015; and · B. In December 2014, the City Council adopted a resolution approving the establishment of Residential Preferred Parking (RPP) District in Downtown neighborhoods; and C. The RPP program is part of a multi-pronged strategy to ensure that parking facilities are efficiently utilized and that the available parking is prioritized for the appropriate use; and D. To provide enhanced customer services for residents and businesses within the new RPP district, an online permit sales system, kiosk, and website will be developed to provide relevant parking information and online permit sales; and . E. The online permit sale system design and implementation is estimated to cost $43,813 and this amount will be transferred from the General Fund Budget Stabilization Reserve to Fund 239 Downtown Residential Parking Permit Program; and F. The development of a new parking website and installation of an automated permit kiosk in the City Hall lobby is estimated to cost $28,320 and this amount will be transferred from the General Fund Budget Stabilization Reserve to the Planning and Community Environment operating budget. SECTION 2. Therefore, the sum of Forty Three Thousand Eight Hundred Thirteen Dollars ($43,813) is hereby appropriated and transferred to Fund 239 Downtown Residential Parking Permit Fund and the ending fund balance in the General Fund Budget Stabilization Reserve is decreased by Forty Three Thousand Eight Hundred Thirteen Dollars ($43.813). 1 Revised September 20, 2013 130920 dm 0131136 DocuSign Envelope ID: BEFAFBFD-BE82-4696-9690-569E29C882BB SECTION 3. Therefore, the sum of Twenty Eight Thousand Three Hundred Twenty Dollars ($28,320) is hereby appropriated to the Planning and Community Environment Department and the ending fund balance in the General Fund Budget Stabilization Reserve is decreased by Twenty Eight Thousand Three Hundred Twenty Dollars ($28,320). SECTION 4. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 5. The Council of the City of Palo Alto hereby finds that this is not a project under. the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary.
