Ordinance of the Council of the City of Palo Alto Amending the Zoning Map of
the City of Palo Alto for Approximately 0.45 Acres at 2755 El Camino Real to
Add the Workforce Housing (WH) Combining District to the Existing Public
Facilities (PF) Zoning District
The Council of the City of Palo Alto ORDAINS as follows:
SECTION 1. Findings and Declarations. The City Council finds and declares as
A The Planning and Transportation Commission conducted a duly noticed public
hearing on January 31, 2018, at which it reviewed, considered, and recommended Palo Alto
Municipal Code (PAMC) Section 18.08.040 (the Zoning Map) be amended to rezone that certain
real property fronting El Camino Real and Page Mill Road (commonly known as 2755 El Camino
Real and more particularly described in Exhibit 1) to add the Workforce Housing (WH)
Combining District.
B. The Council held a duly noticed public hearing on June 4, 2018, and
considered the subject amendment of the Zoning Map, including the recommendation by staff
and the Planning and Transportation Commission and all public comments received prior to or
at the hearing.
C The proposed Ordinance promotes the development of housing in a transit-
oriented area close to jobs and services, in accordance with the goals and policies in the City's
Comprehensive Plan and the purposes of the Zoning Code.
D. The environmental impacts of the subject amendment of the Zoning Map was
evaluated in a Mitigated Negative Declaration for the 2755 El Camino Real Multi-family
Residential Project (MND), which the Council considered and adopted, together with the
related Mitigation Monitoring and Reporting Program (MMRP), on June 4, 2018, prior to taking
action on this ordinance.
SECTION 2. Amendment of Zoning Map
Section 18.08.040 of the Palo Alto Municipal Code, the "Zoning Map," is hereby
amended by applying the Workforce Housing (WH) combining district to all that real property
situated in the City of Palo Alto, County of Santa Clara, State of California, described in Exhibit 1
(Legal Description and Map) attached hereto and incorporated herein by reference, and
commonly known as 2755 El Camino Real.
SECTION 3. Based on the MND and the administrative record as a whole, the City
Council hereby finds that this rezoning will have no significant effect on the environment.

SECTION 4. This Ordinance shall be effective on the thirty-first (31st) day after its
passage and adoption.
